US Environmental Protection Agency (EPA) is seeking to negotiate a CPFF
Level of Effort Contract to provide technical support for the
Underground Injection Control and Ground Water Protection Programs in
the following areas: program and policy implementation, permit and
petition review, compliance monitoring, data management and logistics.
The contractor shall conduct literature searches and fact finding
studies in support of policy and legislative analysis; collect and
compile research data; provide factual information for program and
regulation evaluations or assessments; conduct hydrogeologic studies
and modelling; draft outreach materials such as pamphlets and Technical
Assistance Documents (TADs); develop training materials and deliver
sessions; prepare and provide expert witness testimony; provide
computer modelling and minor data system modifications; provide updates
to/or generate reports from exisiting systems; provide logistical and
administrative support for meetings. The contractor shall furnish
facilities, materials, and the necessary professional, technical and
supporting personnel for performance of the work required by this
contract. The contract will include a one-year base and two one-year
options. The base term will consist of approximately 12,000 hours;
Option I will consist of approximately 11,000 hours; and Option II will
consist of approximately 11,000 hours. In addition, quantity options
shall be included within each term to increase the level of effort by
up to 100% of the base LOE. All responsible sources may submit a
proposal which, if timely, will be evaluated by the Agency in
accordance with the technical evaluation criteria specified in the RFP.
