corrected to read $2,500,000 in lieu of $9,000,000. THIS PROPOSED
CONTRACT IS BEING SOLICITED ON AN UNRESTRICTED BASIS. Engineering and
design services for an indefinite quantity contract for the annual
and/or biennial inspections, load testing, and design of piers,
trestles, and bridge(vehicular & railroad) transportation networks at
various Naval facilities in the Northern Division 10 state area. The
work includes, but is not limited to: project development, electronic
deliverables(in accordance with Northern Division's CADD policy),
specs(Specsintact system), and cost estimates(NAVFAC CES program). The
initial project is the inspection and load testing of the pier,
trestle, and bridge transportation network at the Naval Weapons
Station, Earle, Colts Neck, NJ to assess load capacity in support of
Station operations. This work is a continuation of a six year program
and will include: up to two 2 year bridge inspection cycles, one 3 year
bridge load test, six annual pier load tests, structural inspections,
and other structural material testing that may be required in
connection with this work. Additional services comparable to these may
be required within the same timeframe at other Naval facilities in the
10 state area. The contract period will be for one year with options
for 4 additional years. Options are exercised at the discretion of the
government and exercised within the time-frame specified in the
resultant contract. Significant Evaluation Factors (In Order of
Importance): 1. Specialized experience of the firm in the type of work
described above. 2. Professional qualifications of staff to be
assigned to this contract (including those of any consultants). 3.
Capacity of the assigned team to accomplish the work within the
required time constraints. 4. Past performance with respect to quality
of work and compliance with performance schedules (emphasis on D.O.D.
work). 5. Location of the firm in the general geographical area of the
project and knowledge of the locality of the project, provided that
there is an appropriate number of qualified firms therein for
consideration. 6. List the small or disadvantaged or women-owned
business firms used as primary consultants or as subconsultants. 7.
Volume of work previously awarded to the firm by the Department of
Defense. Estimated Construction Cost: N/A. Type of Contract: Indefinite
Quantity Contract/Firm-Fixed Price Task Order. Estimated Start Date:
July 1996. Estimated Completion Date: July 2001. The SIC code is 8711
and the size standard is $2,500,000. A/E firms which meet the
requirements described in this announcement are invited to submit
completed Standard Forms 254 and 255 to the office shown above. Firms
responding to this announcement by 06 March 1996 will be considered.
Late responses will be handled in accordance with FAR 52.215-10.
NEITHER HAND CARRIED PROPOSALS NOR FACSIMILE RESPONSES WILL BE
ACCEPTED. Respondents may supplement this proposal with graphic
material and photographs which best demonstrate capabilities of the
team proposed by the project. No material will be returned. This is not
a request for proposal. The guaranteed minimum will be $5,000. THERE
WILL BE NO DOLLAR LIMIT PER PROJECT. THE TOTAL FEE THAT MAY BE PAID
UNDER THIS CONTRACT WILL NOT EXCEED $500,000 PER YEAR. THE DURATION OF
THIS CONTRACT WILL BE FOR ONE YEAR WITH AN OPTION FOR 4 ADDITIONAL
YEARS. The minimum guarantee for each option year will be $5,000. THE
OPTIONS MAY BE EXERCISED AT THE SOLE DISCRETION OF THE GOVERNMENT
SUBJECT TO WORKLOAD AND/OR SATISFACTION OF A/E PERFORMANCE UNDER THE
SUBJECT CONTRACT. Since this contract may result in an award valued in
excess of $500,000, a small business subcontracting plan will be
required if the selected firm is a large business concern. The small
disadvantaged business set-aside goals and the women-owned small
business goals in the plan shall not be less than 5% each of the
