ENGINEERING SERVICES AT VARIOUS LOCATIONS IN OHIO FOR THE OHIO ARMY

766-3803. The Ohio Army National Guard requires multidisciplinary
Architect and Engineer (A-E) services for an open-end indefinite
delivery contract. The selected A-E shall provide architect and
engineering services for new construction, renovation/alteration of
existing buildings and maintenance and repair projects on commercial
and industrial type facilities. Services will include: Type A -
Investigations, surveys, and analysis of existing and/or proposed
facilities and systems needed to develop an accurate project scope,
detailed cost estimate, analyze options, provide cost effective
recommendations, and provide plans to support the development of the
final contract documents. Type B - Design work leading to a complete
design with construction drawings, specifications, and detailed cost
estimate. Type C - Construction surveillance/inspection, review of shop
drawings, quality assurance and testing. Typical facilities include
masonry buildings, metal buildings, metal storage buildings, roads and
parking lots, area drainage, exterior lighting and fencing, roofs and
roof systems, heating systems, fire suppression and/or detection
systems, direct digital control systems, security systems, electrical
distribution systems. The contract will have a maximum cumulative order
limit of $90,000 per year and a minimum guaranteed fee of $5,000. The
contract duration will be one year from date of award with an option to
extend the contract for one year. Architect-Engineer selection shall be
based upon the following criteria which is listed in relative order of
importance: (1) Professional qualifications necessary for satisfactory
performance of required services; namely architectural, mechanical,
electrical, civil, and structural engineering. (2) Specialized
experience and technical competence in the type of work required. (3)
Capacity to accomplish the work in an accelerated design schedule. (4)
Past performance on contracts with government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules. (5) Location in the general geographical area of
the project and knowledge of the locality of the project. (6)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
(7) The volume of work previously awarded the firm by the Department of
Defense. (8) The extent that the potential contractor identifies and
commits to small business, small disadvantaged business, historically
black college and university, or minority institution in the
performance of the contract, whether as a joint venture, teaming
arrangement, or subcontractor shall also be considered. All firms who
meet the requirements described in this announcement are invited to
submit a completed Standard Form (SF) 255 and 254 and SF 254 for each
consultant listed in block 6 Rf the submitting firm's SF 255. This is
not a Request for Proposal. Those firms responding to this announcement
