J -- OPERATIONS AND MAINTENANCE OF GOVERNMENT RADAR AND COMMUNICATIONS EQUIPMENT AND OTHER SUPPORT SERVICES ASSOCIATED WITH THE MULTINATIONAL AIRCREW ELECTRONIC WARFARE TACTICS FACILITY (POLYGONE) Sol. The U.S. Air Force requires operations and maintenance (O&M) support for the USAFE portion of the Multinational Aircrew Electronic Warfare Tactics Facility, hereafter referred to as Polygone. O&M support will be for government furnished equipment and facilities. The contractor will be required to operate fixed equipment from fixed sites, and mobile equipment under local area and outside local area deployment conditions. The contractor will also be required to control and schedule electronic warfare operations, provide both scheduled and unscheduled maintenance of equipment, job control, facility management, and material control support. Fixed sites are located in Germany. The security requirement for the offeror awarded the contract is U.S. Secret. A two-month phase-in period is projected beginning on or about 01 August 1996. The basic period of performance will be on or about 01 October 1996 through 30 September 1997, with four one-year options for FYs 98-01. The acquisition will be conducted in accordance with two-step sealed bidding procedures as specified in FAR 14.5. Step 1 will consist of submission of a technical proposal, Projected request for technical proposals is 12 April 1996. Step 2 will request submission of sealed bids from those found ``technically acceptable'' in Step 1. A firm-fixed price contract will be awarded to the responsible, responsive offeror who submits the lowest priced technically acceptable offer. A pre-proposal conference, site visit, and access to the technical library is tentatively scheduled for 01-05 May 1996 at a still to be determined location in Germany. Please provide the company name, attendees' names, social security numbers, security clearances, and passport numbers of individuals planning to attend the pre-proposal conference and/or the site visit, to this office not later than 18 April 1996. Note: A maximum of three (3) representatives per company are authorized to attend the pre-proposal conference and site visit, and it is requested that only U.S. citizens attend. All responsible sources may submit an offer. No verbal request for the solicitation package will be accepted.
