tenatative RFP release date; specifies the anticipated award type; and
changes the RFP number from DE-RP05-95OR22416 to DE-RP05-96OR22416.
The DOE Oak Ridge Operations Office at Oak Ridge, Tennessee seeks a
highly qualified firm who will manage the operation and maintenance of
various facilities at those sites for which Oak Ridge Operations is
responsible. This procurement is restricted as a small business
set-aside. Services to be provided by the contractor include operation
and maintenance of a 28 million gallon per day potable-water plant;
operation and maintenance of an equipment repair shop for the
maintenance and repair of government-owned equipment and motor
vehicles; inspection and maintenance of paved roads and grounds; and
maintenance of office, storage and production buildings. The applicable
SIC code is 8744 (Base Maintenance). Support activities such as health,
safety and environment, quality assurance, engineering, construction,
personnel, purchasing, and accounting are also required in support of
the above functions. This work will involve access to classified areas.
Security clearances will be necessary for certain employees; therefore
personnel performing the work must be able to meet the requirements
for obtaining a DOE ''L'' or ''Q'' security clearance. The current work
force consists of approximately 110 employees, the majority of which
are represented by bargaining units. In accordance with the FAR, the
successful contractor is required to pay wages and benefits at least
equal to those in the existing bargaining agreements. It is requested
that offerors consider employing members of the current work force. It
is anticipated that the contract will be cost plus award fee (CPAF)
with a three year base term and one two-year option term. The
preliminary contract value will be approximately $47 million over the
five year contract duration period which includes capital upgrade
projects to be determined on an annual basis. The RFP will be released
on or about March 29, 1996 with a tentative due date of May 2, 1996.
Details concerning the preproposal conference and site tour will be
provided with release of the RFP. A 60-day phase-in period is necessary
to assure continuity of the services being provided. The RFP will be
issued on a 3.5 double-sided high density computer disk in Word Perfect
