material, equipment, transportation and supervision required to:
Provide and install two above ground; double-walled horizontal steel
fuel tanks with perimeter fence; Construct an asphalt entrance and exit
ramp and a concrete dispensing pad for a retail fuel dispensing
station; Construct a protective canopy over the fuel dispensing
location; Install two mechanical type gasoline dispensers; and, Instal
new panel board and associated electrical equipment, branch circuits
and connections to new gasoline system equipment. Work to be performed
at U. S. Coast Guard Group Cape Hatteras, Buxton, NC. This procurement
is estimated between $100K and $250K and is open to large and small
businesses under the Small Business Competitiveness Demonstration
Program. The applicable SIC Code is 1799. Bid opening is on/or about 9

Written requests will be accepted until supply is exhausted. A
non-refundable deposit of $30.00 is required in the form of a cashier's
check, certified check, or money order made payable to the ``U. S.
Coast Guard.'' Cash, company checks or personal checks WILL NOT be
accepted. All responsible sources may submit a bid which will be
considered by the agency. For Minority, Women-Owned, and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
