Provide all labor and materials to perform erosion repair of the
waterfront area near Quarters A at the USCG Reserve Training Center,
Yorktown, VA. The project includes removal of existing concrete,
asphalt, metal and washed up debris, demolishing, removal and
installation of new chain link fencing, repair of erosion damage,
construction of a riprap protective wall, planting trees and restoring
grass in the project area. Contract performance time is 90 days after
date of award. Estimated range is between $100,000 and $250,000.
Solicitation packages will be available o/a 15 March 1996 for a
non-refundable fee of $5.00 per set; requests will be honored until
supply is exhausted. Written requests for packages must be accompanied
by certified check, cashier's check or money orders made payable to
the U.S. Coast Guard. TELEPHONE REQUESTS WILL NOT BE ACCEPTED. A
pre-bid conference/site visit will be held o/a 29 March 1996. This is
an unrestricted procurement per PL 100-656, Business Opportunity
Development Reform Act of 1988. Offers will be accepted from both large
and small businesses. For the purpose of determining size status, a
small business is one whose average annual receipts for the preceding
three years does not exceed $17 million (SIC 1629). All responsible
sources may submit a bid which shall be considered by the U.S. Coast
Guard. This notice is for informational purposes for Minority,
Women-Owned and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
