Z -- PRESOLICITATION FOR INDEFINITE DELIVERY/INDEFINITE QUANTITY JOB ORDER CONTRACT FOR MAINTENANCE, REPAIR, AND ALTERATION OF REAL PROPERTY USING A MULTIPLE-DISCIPLINE CONTRACT SOL DAHA07-96-B-0001. The proposed work may consist of a variety of projects from maintenance, repair, and alteration of buildings, to utilities and infrastructure throughout the Delaware Air National Guard site in New Castle, Delaware. This solicitation is RESTRICTED to approved 8a contractors with SIC code 1541 in the Small Business Administration Office (SBA) from the Philadelphia District Office that are LOCATED WITHIN a 70 MILE radius from the Delaware Air National Guard in New Castle, Delaware. These contractors may submit their written request on company letterhead to the address listed above for a solicitation package. A pre-bid conference will be held to explain how to bid indefinite delivery, indefinite quantity, job order contract (JOC). The time and date for the pre-bid conference will be published in the request for sources CBD ad around April 1996. The basic contract has a guaranteed minimum amount of $5,000 worth of work for the life of the contract to include all option years. There is no requirement for bids bonds since there is no monetary value. The responsive and responsible contractor who offer the lowest coefficient is the apparent low bidder. This solicitation will result in a contract which will require performance and payment bonding. This will be a firm fixed price award based upon a bidder's offer with the lowest aggregate coefficient. A coefficient is a numerical factor representing the contractor's indirect costs and profit used in conjunction with the Unit Price Books. The Unit Price Books used will be the 1996 Means Facilities Cost Data; 1996 Means Building Construction Cost Data; 1996 Means Mechanical Cost Data; 1996 Means Electrical Cost Data; 1996 Means Repair and Remodeling Cost Data Book; and 1996 Means Site Work and Landscape Cost Data; 1996 Means Concrete and Masonry Cost Data; 1996 Means Repair and Remodeling Cost Data Book; and 1996 Means Site Work and Landscape Cost Data; 1996 Means Concrete and Masonry Cost Data; 1996 Means Plumbing Cost Data. New unit price books will be used for the base year and any option year. It is the responsibility of the successful contractor to obtain these books and if exercised, the applicable editions for each option year at company expense. The anticipated estimated project price range is expected to be between $2,500 and $200,000 for each negotiated delivery order. The maximum amount of any delivery order cannot exceed $300,000. The base performance period is for one year with four option years. The Standard Industrial Classification (SIC) is 1541. The tentative date for issuing the solicitation package is on or about June 1996. Under the authority of FAR 36.211, due to the need for rapid response times for emergency delivery orders under this proposed acquisition, bidders must be located within a 70 mile radius from the Delaware Air National Guard job site. Individual projects will vary in size and dollar amounts. Possible projects may include but are not limited to the following, asphalt and concrete paving, carpentry, roofing, excavation, interior renovation, electrical, plumbing, painting, demolition, masonry, heating, ventilation, and air conditioning.
