96. Contract award will be made in accordance with DFARS Subpart
235.70, Research and Development Streamlined Contracting Procedures. A
FORMAL WRITTEN REQUEST FOR PROPOSAL (RFP) WILL NOT BE ISSUED. This
solicitation does NOT include a supplemental package. In case it may
later be found necessary for the Contracting Officer to issue an
amendment, offerors must provide written address information now to the
contract negotiator, Damon Q. McClure at FAX (703) 325-9294. Note: If
your company has provided address information in response to the
synopsis, a second submission is NOT necessary. All of the mandatory
terms, clauses, and provisions in DFARS 235.7006, Research and
Development Streamlined Contracting Format, and the following optional
items are incorporated by reference: B.3, B.6, C.2, E.3, F.1, G.1,
G.2, G.4, I.42, I.43, I.44, I.51, I.53, I.68, I.75, I.76,
I.82,I.84,I.85, I.87, I.94, I.107, I.127, I.144, I.153, I.159, J.1, and
M.2. The applicable clauses and provisions are those in effect through
FAC 90-35 and DAC 91-8. Evaluation factors at Section M of this
subpart is hereby modified. Section (A) Technical applies as follows:
KNOWLEDGE OF NUCLEAR WEAPON EFFECTS - The offeror must demonstrate
knowledge of and familiarity with fast running algorithms for
calculating militarily-important nuclear weapon environments, as well
as effects these environments produce that users can understand easily,
including non-ideal airblast. The bounds of validity of these
algorithms must be understood and incorporated into the deliverables.
SOFTWARE APPLICATIONS - The offeror must demonstrate experience and
success in developing products in Windows format, and have experience
in converting DOS products to Window format. This demonstrated
capability must have involved complex physically-based mathematical
algorithms, and their visual display of results. The offeror must be
familiar with DNA's Data Archival and Retrieval Enhancement (DARE) and
produce products that are DARE-compatible. The offeror must interface
with the DARE team to ensure the products of the present procurement
are incorporated into DARE in a timely fashion. MATHEMATICAL
OPTIMIZATION - Experience and success in the development of
optimization schemes for methodologies involving complex mathematical
expressions representing physical processes, especially involving
military planning and weapons allocations. Of particular importance is
knowledge of and applications involving the Army's nuclear targeting
doctrine (expressed in Joint Pub. 3-12.2), and existing computational
products involving this targeting methodology. Useful is knowledge of
the strategic targeting methodology in OGA 2800-23-92. TECHNICAL
APPROACH - The offeror must demonstrate technical completeness, sound
methodology, and technically integrated science, mathematical, and
software team. A viable approach must be demonstrated that will
accomplish the delivery of the Contract Data Requirements Lists
(CDRLs). PERSONNEL - The offeror must identify personnel by experience
related to the tasks at hand, and the time these personnel will devote
to these tasks. Cost will not be a weighted factor and contract award
will be based on Best Value analysis. Deliverables will include the
following: 1.) Quarterly Progress Reports, 2 copies (1 DNA/AM, 1 PM),
due 60 days after contract award (DAC); 2.) Windows Joint Pub, 150
disks or 50 CD-ROMs, due 30 Sep 98; 3.) Optimized Joint Pub, 150 disks
or 50 CD-ROMs, due 30 Sep 98; 4.)OGA Upgrade, 150 disks or 50 CD-ROMs,
due 30 Sep 98; 5.) Joint Targeting ROM, 50 CD-ROMs due 30 Sep 98. A
cost plus fixed fee contract is contemplated. Period of performance is
estimated to be twenty-five (25) months. This procurement is
unrestricted. Technical and Cost proposals are due at DNA/AMD, Attn:
Damon Q. McClure, no later than 1600 hours local time, on 22 Mar 96.
All questions concerning this solicitation must be submitted in writing
not later than 06 Mar 96. Four copies and one original of the technical
and cost proposals must be provided. The technical proposal is limited
to 40 pages; the cost proposal to 50 pages. Multiple awards are not
contemplated. The Contracting Officer is Daniel R. Gonzales, 6801
Telegraph Road, Alexandria, VA 22310, (703) 325-1198. All contractor
personnel will require a DoD security clearance of SECRET. This
contract will require access to restricted data, critical nuclear
weapon design information, and formerly restricted data. In performing
the contract, the contractor will receive and generate classified
material and be authorized to use the services of Defense Technical
Information Center (DTIC) or other secondary distribution center. The
DD 254, Contract Security Classification Specification will be included
in the contract. The Statement of Work (SOW) is as follows: 1.0 SCOPE
- The scope of this effort is to develop user-oriented, and
user-requested tools for the assessment of nuclear weapon effects using
mature models approved by DNA and Joint Publications on the employment
of nuclear weapons. The effort involves weapon effects, software
development, mathematical optimization, extensive coordination within
DNA of the development of the products to be delivered, and intensive
beta testing of the products. 1.1 BACKGROUND - The Director, USANCA has
requested DNA develop a Windows electronic version of the most current
edition of Joint Publication 3-12.2 and a version of the Joint Pub.
that optimizes the damage caused by delivery of many nuclear weapons,
and combine this with a similar product using strategic targeting
methodology. 1.2 OBJECTIVES - The objective of this effort is to
develop mathematically rigorous, operationally accurate, scientifically
correct, and user-oriented products for understanding and employing
nuclear weapons on the battlefield. 2.0 APPLICABLE DOCUMENTS - Joint
Publication 3.12.2; OGA 2800-23-92; Refer to DNA's computational Aids
(available from the DNA Technical Project manager through the contract
negotiator) for models of user-oriented applications of nuclear weapon
effects and presentational elegance. 3.0 REQUIREMENTS - The following
tasks relate to the production of electronic methods of calculating
weapon damage. The products are to possess the capability to be run on
remote workstations having PC or CD-ROM capability, as appropriate, be
in Windows format, and be matched to operational users' needs regarding
output and scale. 3.1 Task 1 - Perform a DOS to Windows conversion of
the DNA Computational Aid, FM 101-31 Tactical targeting. Update the
product to the latest version of this Field Manual, now titled Joint
Publication 3.12.2. 3.2 Task 2 - Produce a product in electronic form
that optimizes the damage caused by multiple nuclear weapons against
multiple targets using the latest version of Joint Pub 3.12.2. 3.3 Task
3 - Upgrade the DNA Computational Aid titled Strategic Targeting to
incorporate the latest changes in OGA 2800-23-92, and ensure accuracy
of the product through careful review of the algorithms and their
ranges of validity. 3.4 Task 4 - Produce a CD-ROM that consists of the
results of tasks 1, 2, and 3. Provide an electronic introduction that
keeps the two methodologies distinct and separate, but allows users
easy access to either methodology, and ability to calculate results
using either methodology. 3.5 Task 5 - Provide technical support, like
answering questions from users about these products and related
Computational Aids; developing informational literature, like catalogs
for these products; coordinate beta testing with the DNA Project
Manager; deliver briefings on the capability of the Computational aids
products three times per year (plan on two-day trips to locations like
Washington, DC, possibly one trip overseas to a location like England);
and coordinate with the DNA Project Manager on product development and
applications, including coordination trips to USSTRATCOM and USANCA.
This effort shall not exceed 1/3 man month per year. For information
