RFP will be released no sooner than 15 days from publication of this
notice. Develop, demonstrate and evaluate sensor technologies for
improving theater air defense. Technology demonstrations will be
performed via a bistatic airborne testbed working in conjunction with
existing surveillance sensors. Such demonstrations will highlight
achievable improvements utilizing advances in various technology areas
including bistatic radar, sensor receivers, adaptive signal processing
(i.e. detection, tracking, Space-time adaptive processing, target ID,
etc.), and exploitation of high performance computing. Offerors must be
able to demonstrate their capability and/or have access to knowledge of
bistatic radar systems, advanced signal processing, high performance
computing, phase array antenna, microwave technology, hardware
fabrication, and systems integration. Offerors must also have available
a means of flying the testbed during real-time and data recording
experiments and demonstrations. It is anticipated that this effort will
consist of a basic contract with three (3) priced options. The basic
effort will concentrate on the design and implementation of a bistatic
airborne testbed. Each of the priced options will concentrate on
various data gathering experiments and demonstrations, including the
detection, tracking and hand-off of targeting information about various
observed targets utilizing the basic testbed as well as various
enhanced capabilities. A read library containing technical information
relating to this acquisition is available for review by potential
offerors at Rome Laboratory/OCSP, Room E-218, 26 Electronic Parkway,
Rome NY 13441-4514. Appointments for access may be made by contacting
Mr. Michael Little, 315-330-7964 at least 48 hours in advance. The
library contains technical data subject to export control. Prior to
review, potential offerors must submit a copy of an approved DD Form
2345, ''Military Critical Technical Data Agreement'', along with a
letter from the Data Custodian designated on that form, authorizing
access by whomever will be reviewing the library, to ATTN: Mr. Michael
Little, Rome Laboratory/OCSP, 26 Electronic Parkway, Rome NY
13441-4514, or faxed to his attention at 315-330-3846. The successful
contractor may receive and/or generate technical data subject to export
control in the performance of the contract. Therefore, prospective
offerors must provide a completed and approved DD Form 2345 which
certifies the offeror is on the Certified Contractors Access List
(CCAL) or offeror is seeking application to CCAL. The successful
offeror must have a completed and approved DD Form 2345 prior to award.

prime contractor level. Secret clearances will be required for
performance. The solicitation will be classified at the Secret level.
An Ombudsman has been appointed to hear significant concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. Routine questions, such as clarifications of the
Statement of Work or the terms and conditions, are not considered to be
''significant concerns'' and should be communicated directly to the
Contract Specialist, James R. Longo, 315-330-7700. The purpose of the
Ombudsman is not to diminish the authority of the contracting officer
or program manager, but to communicate contractor concerns, issues,
disagreements and recommendations to the appropriate Government
personnel. The Ombudsman for this acquisition is Vincent Palmiero,
Chief, Policy and Management Division, at 315-330-7746. When requested,
the Ombudsman will maintain strict confidentiality as to the source of
the concern. The Ombudsman does not participate in the evaluation of
proposals or in the source selection process. No telephone requests for
