COMMERCE BUSINESS DAILY ISSUE OF MARCH 1,1996 PSA#1542Space and Naval Warfare Systems Command, 2451 Crystal Drive, Arlington,
VA 22245- A -- TO MAINTAIN ESSENTIAL CAPABIILTIES IN THE AREAS OF SONAR, ANTI-
SUBMARINE WARFARE, MINE COUNTERMEASURES, ACOUSTIC SYSTEMS, EXPLODERS
AND FUSES. SOL N00039-96-R-0061(S) POC Bette Monaco, 02-21,
703-602-1115. Synopsis No. 29. This acquisition will enable the Navy to
maintain essential engineering, and research capabilities at the
applied research laboratories as follows: (1) Fundamental research to
understand the physics of ocean processes and the dynamics of oceanic
motions. (2) Determination of the effects of the ocean environment, its
surface (including the Arctic ice cover), bottom and volume, on
acoustic propagation, and the implications for operation and
performance of Navy systems. (3) Development of specialized underwater
instrumentation and equipment for undersea warfare, mine
countermeasures, and general data acquisition, environmental effects,
field measurements, and environmental characterizations. (4) Corrosion
studies to improve the reliability of submarine and surface ship sonar
systems, and bottom fixed and rapidly deployable surveillance systems.
(5) Design and development of acoustic, systems for intelligence
collection, self noise integrity, ship/submarine systems monitoring,
and acoustic systems for reconnaissance. (6) Development of
simulations, advanced signal and image processing techniques, and
specialized processing systems for automatic target recognition,
decision tree classifiers, morphological signal processing, and
low-intensity and obscured-image extraction. (7) Design and development
of exploders and fuses for torpedoes and countermeasures. Potential
offerors must possess a TOP SECRET clearance.--Quantity: 1,536,000
STAFF HOURS. SPAWAR plans to award a sole source contract to: The
Applied Physics Laboratory, University of Washington, 1013 Northeast
40th Street, Seattle, Washington 98105. As provided in FAR
5.202(a)(10), synopsis of this effort is not required. However, this
effort is being publicized in order to promote subcontracting
