Frieda Thornton, (513) 255- 6816. The Air Force Aeronautical Systems
Center Comptroller's Office is contemplating two sole source
acqusititions to provide specific commercial computerized parametric
cost estimating models to Wright-Patterson Air Force Base, OH and other
Air Force customers. This is not a development effort. The contracts
resulting from this acquisition will have a cumulative value of $4.8
million. The period of performance will be for three years. The
objective is to contract for existing estimating models to provide the
capability for cost estimating for hardware and software acquisition
and operation and support costs. The estimating models shall be
applicable to a wide range of systems acquired by the United States
Government (aircraft, missiles, avionics, electronics, radar software,
simulators, support equipment, etc.). The models must be able to
perform cost calculations and have the ability to be adjusted to
specific organizations and technologies. The government does not intend
to contract for estimating services under this effort, but intends to
contract for models that may be licensed to be run on government
computers. The current contractors, Galorath Associates, Inc., Seer
Technologies Division and Lockheed Martin PRICE Sytems, possess the
models and have them available without restriction to estimate
hardware, software and operations and support costs. The models have
the capability to adjust cost calculation modes, provide unlimited
processing and access throughout the United States with the use of
government-owned computers. The current contractors have the capability
to provide training and documentation required to operate the models,
consultation services, and continuous technical assistance via
telephone during normal workdays and on-site, as required. In order to
be considered as a potential source, interested parties must submit
clear, concise, and complete capability statements to the contracting
officer noted above not later than fifteen (15) days after the date of
this announcement. As a minimum, interested parties must detail the
following capabilities: - Describe your experience in providing
existing hardware, software and associated operations and support
parametric cost estimating models to the government. List each of your
government customers and which of your models they use. Provide a
government point of contact. Describe your resources to support Air
Force wide usage. - Provide your past performance and appropriate
metrices of and/or ability to maintain your hardware, software and
operations and support parametric models. - Describe your proven
ability and current capability to -- staff and operate a support office
to address technical assistance issues -- conduct training and provide
associated documentation -- staff and conduct calibration research.
Include in your plan an approach to ensure experienced personnel are in
place and familiar with your models and describe how each model can be
applied to estimate systems acquired by the government. The potential
sources should also indicate their size status in relation to SIC code
7379, $18.0M. In responding to the above, interested sources need not
obtain actual employment commitments from proposed staff personnel.
Interested sources should address all questions/comments to the
contracting officer. Sources are requested NOT to solicit or contact
Galorath Associates, Inc or Lockheed Martin PRICE Systems for
information regarding this synopsis. An Ombudsman has been established
for this acquisition. The only purpose of the Ombudsman is to receive
and communicate serious concerns from potential offerors when an
offeror prefers not to use established channels to communicate his/her
concern during the proposal development phase of this acquisition.
Potential offerors should use established channels to request
information, pose questions, and voice concerns before resorting to the
use of the Ombudsman. Potential offerors are invited to contact ASC's
