This is not a presolicitation notice pursuant to FAR Part 5, but is a Market Survey to identify sources with capability of Redesigning the Combined Altitude Radar Altimeter (CARA) Radio Frequency (RF) Assembly.he current RF is the highest failure rate Shop Replaceable Unit (SRU) in the CARA Receiver Transmitter. The current design has one non-available obsolete part, several parts that have had life time buys, and many other components that are high risk of becoming obsolete in the near future. The redesigned assembly must be a form, fit, and function replacement of the current RF Assembly. Acceptance of the redesigned RF Assembly will be based on the performance of the CARA Receiver Transmitter with the redesigned RF Assembly installed. We estimate that it will cost approximately $2.0 million and take 24 months to redesign, build, and test the CARA RF Assembly. Testing includes both lab and flight testing for accuracy. A secondary purpose of this Market Survey is to obtain a more accurate cost and schedule estimate of redesigning the CARA RF Assembly. Respondents to this Market Survey will be sent copies of both specifications that must be complied with, as well as, specifications that are for guidance and information only. Contractors must provide an approved DD Form 2345 with their request. Contractors may obtain a DD Form 2345 Certification by contacting Defense Logistics Service Center, at 1- 800-353-3572.
