R -- CONDUCT AND DATABASE MANAGMENT OF SURVEYS OF SCIENTIFIC & ENGINEERING EXPENDITURES AT UNIVERSITIES & COLLEGES FOR FISCAL YEARS 1996-2000. The National Science Foundation (NSF) is solicting proposals for the conduct and data processing of the annual ''Survey of Scientific & Engineering Expenditures at Universities and Colleges'' and maintenance and support of the academic Integrated Data Base (IDB) during Fiscal Years 1996, 1997, 1998, 1999, and 2000. The IDB includes the survey mentioned above as well as two additional acdemic surveys conducted under separate contracts within the NSF Divisions of Science Resources Studies (SRS). The contractor shall perform all functions related to the conduct and data processing of the annual survey and technical support for data maintained in the system. Also, as part of the IBD task, the contractor shall provide data files for support of NSF's Computer Aided Policy Research & Analysis (CASPAR) and ABC/SQL database systems which provide multi-year statistics on the state of higher education in general and academic science and engineering specifically. In addition, utilization of the Internet and the World Wide Web to disseminate information is expected. NSF expects to award a contract for a 5-year period. Telephone requests will not be honored. Contractors interested in receiving a copy of the solicitation must submit a written request. This requirement is a 100% set-aside for small business concerns.
