(301) 447-1058. The contractor shall provide all labor and materials
necessary to fabricate a prototype smoke control simulation model for
the Fire Protection Laboratory at the National Fire Academy (NFA). The
model will simulate a three story mid-rise building with multiple
occupancies. This model will be used as a dynamic model to demonstrate
the basic principles of smoke control. The work shall include (1)
fabrication of the model, support stand, and instructors control panel;
(2) transporting the model, support stand and control panel from the
fabrication shop to the NFA and final assembly of all components in the
designated classroom; (3) upgrade the existing fire alarm console,
provide an interface between the model and the fire alarm console and
program the fire alarm console for automatic operation and (4) complete
all operational testing on the simulation model. The period of
performance for this contract is approximately 9 months. The request
for proposal will be available on or about 3/29/96 and proposals will
be due on or about 4/30/96. A site visit will be scheduled on or about
4/15/96. These dates are tentative and will be specified in the RFP
package upon its release. This procurement is 100% set aside, the
number of employees can not exceed 750. The number of employees is a
measure of the average employment of a business concern and means its
average employment, including the employees of its domestic and foreign
affiliates, based on the number of persons employed on a full time,
part time, temporary or other basis during each of the pay periods of
the preceding 12 months. (SIC Code 3699). All requests for the
solicitation must be in writing. No telephone requests will be
accepted. Plans and specifications will be available for inspection in
the NETC Satellite Procurement Office, E Building 115, National
Emergency Training Center, Emmitsburg, Maryland. Only one set of
specifications and drawings will be provided to the contractor. The
contractor is responsible for reproducing additional sets. All
responsible sources may submit a proposal which shall be considered by
