intends to acquire from Remedy Corporation, on a sole source basis, the
Action Request System (ARS), a help desk trouble tracking software
system. The IRS has determined that ARS is the only available
off-the-shelf commercial item that can satisfy the IRS support
requirements. ARS contains its own Application Program Interface (API)
that will allow the IRS the flexibility and ease of extending a
trouble tracking system through the development of multiple input
ticketing formats for different support functions with little or no
programming support being required. Furthermore ARS, as a stand alone
product, through its API and macro scripting capabilities will allow
IRS users to submit trouble reports over the network by using either
the Window's network client, by accessing the World Wide Web interface,
or by using E-mail. See Note 22. A written solicitation will not be
