Southern Global Change Program needs a contractor to develop a quality
assurance and scientific assessment program within forest ecosystem
research, monitoring, and socioeconomic projects. Evaluation factors
(and relative weights); are: 1) Experience in developing and
maintaining a quality assurance program for biological research; in
particular, experience in applying quality assurance to field research,
and not just in an analytical laboratory setting (most important); 2)
Knowledge of air pollution and potential climate change impacts to
forest resources (specific knowledge of methodology, equipment, and
instrumentation used to conduct such research is required) (important);
3) Educational background and experience in air pollution and/or
climate change research on forests (important); 4) Proposed
accomplishments can be achieved within the time, resources, and
approach indicated (important); 5) A proposed budget reflecting
thoughtful planning which will allow effective completion of the
proposed work (less important). All offerors capable of satisfying the
