The Government intends to negotiate this requirement on the basis of other than full and open competition pursuant to the authority of 41 USC 252 (c) (1) with Texas A&M University (TAMU) for a study entitled: ``Change and Stability in Chemosynthetic Communities in the Northern Gulf of Mexico''. The purpose of the project is to continue monitoring efforts currently underway by the Geochemical and Environmental Research Group at TAMU. The data being gathered by this study must continuous and consistent. We anticipate TAMU to provide cost-sharing. Any other person desiring consideration are requested to fully identify their specific capability in meeting this requirements, including ability to provide matching funding.
