The Government intends to negotiate this requirement on the basis of other than full and open competition pursuant to the authority of 41 USC 252(c)(1) with Louisiana State University (LSU) for a study entitled: ``Synthesis of Hard Mineral Resources on the Florida Panhandle Shelf: Spatial Distribution, Subsurface Evaluation, and Sediment Budget''. The Government will pay $149,782 of the anticipated cost of $299,564. LSU will provide matching funding in the amount of $149,782. The purpose of the project is to characterize the marine geology of the Florida Panhandle zone (Mobile Bay, AL to Choctawhatchee Bay, FL). Any other persons desiring consideration are requested to fully identify their specific capability in meeting this requirement, including ability to provide matching funding.
