C -- INDEFINITE DELIVERY ARCHITECT/ENGINEER CONTRACT FOR MECHANICAL/ELECTRICAL FOR DESIGN OF NEW CONSTRUCTION, ALTERATION AND REPAIR PROJECTS POC Contact Cindy Pleasant 309/794/5485/ Contracting Officer Janet Hall 309/794/5312 Project descriptions will be contained in individual delivery orders and may consist of studies, reports, design and analysis, plans and specs, and estimates on the following: 1) Rehabilitation and/or replacement of existing mechanical andelectrical equipment at Locks and Dams, facilities and building on the Illinois and Mississippi Rivers. (2) Energy efficient heating and cooling systems for existing and new buildings. (3) Existing and new pumping stations. (4) Operating machineryand controls, including remote control equipment for water control gates on dams. Drawings may be required in English or Metric System units. Work and services may include special projects for other Federal, State and Local Agencies. Designs anddrawings shall be accomplished using computer-aided design & drafting (CADD) in accordance with EM 1110-1-1807 and Intergraph Microstation 5.X or later formatted design files. Contract shall consist of individually negotiated delivery orders not toexceed $150,000.00 each with a cumulative total not to exceed $750,000.00 during a one year period with an option to extend the contract for one (1) additional year. The Contractor is guaranteed no less than $15,000.00 the first year and $7,500.00 forthe option year, if extended. Estimated contract award date Aug. 1996. Multiple awards may be made. Commencement and completion of work is subject to the requirements of individual delivery orders. Selection shall be based on the following criteriaas stated in Note 24 with preference to firms with professional registration, in-house capability, and office locations in the geographic area of the projects (IA, IL, WI, MO) in order to provide good work coordination. If concurrent multiple contractawards are made, delivery orders shall be allocated based upon the Contracting Officer's determination of the special qualifications of the firms; the nature of the work involved in the delivery order; and the immediacy of the work availability of thefirm. Distribution of the work shall be secondary consideration. Qualified firms desiring consideration shall submit a copy of SF 255 including an organizational chart of key personnel to be assigned to this project, a current SF 254 and anyconsultant/subconsultant's current SF 254. Only the 11-92 edition of the SF 254 and SF 255 shall be accepted. Submittals are to be sent to this office within 30 calendar days from the date of this announcement. Supplemental information regardingspecialized experience shall be included on SF 255. Firms ACASS No. is to be shown on SF 255 Block 2b. (Call ACASS Center 503-326-3459 for number). The dollar value of all work for DOD and Corps of Engineers for the past year must be clearly statedin Block 9 of SF 255. Responding firms are required to clearly identify tasks to be performed in-house and those to be subcontracted. Firms which do not comply with requirements shall be considered nonresponsive. No other general notification tofirms under consideration for this project shall be made and no further action is required. This procurement is Unrestricted. If a large business is selected for this contract it must comply with FAR 52.219-9 regarding the requirement for asubcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for this contract are that a minimum of 40% of the contractor's intended subcontract amount be placed with small businesses (SB), including smalldisadvantaged businesses (SDB), and 8% be placed with SDB. The plan is not required with this submittal. No additional project information shall be given to AE Firms. Phone calls are discouraged unless absolutely necessary. This is not an RFP.
