Securities and Exchange Commission anticipates the purchase of
CompInfos Corporate LawPack for Windows to meet the Commissions case
tracking needs for the large number of enforcement investigation and
litigation matters which emanate from the SECs enforcement
responsibilities. The Commission believes CompInfos Corporate LawPack
is the only commercially available product which presently meets the
CommissionsCommisssions requirements. However, other vendors who
believe they can meet the requirements identified herein are encouraged
to submit a statement of capabilities, and all submissions will be
reviewed. Clear and detailed documentation must be provided that
specifically addresses each of the requirements. Replies which simply
contain product literature or responses of can do or the functionality
exists without clearly linking the products capabilities to the
specific requirements will be determined unacceptable. The software
must be a Windows based, client/server application fully implemented
with at least 5multiple clients in a production environment for a
minimum of 6 months utilizing the software in a manner akin to the SECs
intended application: the core software must be intended and deployed
as a case tracking (not correspondence or contact management) system
which is accessed by numerous, concurrent users from multiple,
geographically dispersed locations with views into identical data. The
software must utilize Sybase System 10 or higher as the relational
database management system, and use PowerBuilder 3.0 or greater as the
client development tool. Distributed and local access to the case
tracking system must accommodate the current SEC desktop configuration:
80486 and Pentium workstations with a minimum of 16MB RAM, MS Windows
3.1, MS Office v4.3, the LAN network operating systems employed,
Windows NTS (v3.51 or higher) and Novell (3.11 or higher) with IPX/SPX
and TCP/IP protocols as standard, the WAN network solution employed,
Frame Relay, and the application server environment, UNIX (Solaris 2.4
or higher). The case tracking software must provide extensive
functionality in the commercially available, off-the- shelf version, to
include, at a minimum: standard, on-line, context-sensitive help
features that include table look-up features, pop-up instructions,
error messages, system messages and be programmable, by SEC employees,
to enable inclusion of SEC-specific help features. The shrink-wrapped
client interface must provide data entry validation via look-up tables
and user prompts at field, record and screen levels, and the tables
must be capable of definition and modification by the system
administrator. The software must have current integration with Docs
Open 2.5 or higher (the SEC standard for document management) and
facilities (programmatic interfaces and table driven properties) that
enhance the integration of other software, such as forms processing.
On-line search and query functionality shall include wildcard and
Boolean searches across databases, as well as user-definable filtering
and sorting options for refining or narrowing query results. The
system shall provide the ability to view and print information
retrieved in summary and detail formats. System generated reports shall
include standard, canned reports and ad hoc reporting capabilities that
can be easily and readily defined by end- users. Further, the reporting
capabilities must be capable of exporting data in various formats
(dBase, Lotus, Excel, Access, ASCII and others), interface with Sybase
supported query tools (Infomaker, Cognos, Esperant), and have the
ability to store, recall and rerun ad hoc reports with output to the
users desktop and printer. The core system must provide standard
view/add/delete functions and real-time updates, accommodate mandatory
input for designated fields on any screen, and store multiple
occurrences of data items. Data entry/update capabilities must
facilitate navigation among screens with minimal effort (e.g.,
keystrokes and full mouse support), and provide system translation
features that convert mnemonic codes into English correlatives. The
core product must be capable of being readily customized by trained
end- users to support agency conventions and defined data structures.
Further, systemsysten management features shall allow for customization
of fields, data attributes, user menus, document views and reports
through Windows-based forms or templates. Specifically, the system
shall allow for: 1) maintenance of look-up tables, 2) assignment,
reassignment and structuring of new fields, and 3)
maintenancemanintenance of security/access controls. Core functionality
must provide the ability to relate an entity to a case, record the role
of an entity to a case, view all cases relating to an entity, maintain
historical information on all entities, relate an activity to a case,
and identify and correlate the remedy/outcome for all matters.
Additional capabilities present in the shrink-wrapped version must
include create/modify/delete functions for the following field
categories: 1) multiple case matter fields, including matter number and
name (long and short), start/close date (centurycontury designations
shall be supported), professional staff assigned to the matter and
their location, matter type, matter status, matter location, matter
comments and matter narrative, 2) activity fields including date,
activity type (e.g., document requests, testimony), and activity
comments, 3) remedy/outcome fields such as date and outcome type, and
4) entity fields including name, address, social security number,
employee identification number and business phone number. Application
functionality must allow for aggregation and division of multiple
related cases, reassignment of matters, and the capturing and
maintenance of the following data elements: 1) multiple events related
to a case, 2) multiple entities per case (e.g., judge, staff,
defendant, respondent, witness, company, subject experts, 3) multiple
dispositions per defendant or respondent, and 4) monetary and non-
monetary sanctions. The case tracking system shall provide security at
the field, screen and document level, application function security
for single users, and partitioningpartioning data for workgroups. There
should be layers of access privileges culminating in a Super
AdministrationAdminsistration privilege (for example, the senior
systems administrator). The system must be scaleable to easily
accommodate incremental additions of users, with users being added in
varying numbers at different times, up to 1400 users, with at least
130+ concurrent, dispersed users with minimal system performance
degradation. The system must have current, thorough (documentation that
addresses the specific release of the product, (both whole number and
dot revisions), thorough documentation specific to the software version
acquired), including end-user guides, system administration manuals and
technical documentation, written and taught under the auspices of the
vendor (either the vendor itself or vendors who have gone through, and
received, explicit licensing to teach the features and usage of the
product version. Further, on-site application and system administration
training are required and must be available immediately upon
acquisition of the product or with adequate, SEC-provided lead time.
Ongoing technical support and maintenance must be available during
normal business hours for the SEC headquarters and regional and
district offices (9:00 AM to 9:00 PM Eastern Time, Monday through
Friday, excluding official Federal Government holidays (that is,
closure due to weather or other events in Washington, DC, does not
preclude the requirement to provide support)). Upon notification of
system problem or failure, technical response by the vendor shall be
provided withinwitin two hours, either by on-site inspection and
assessment or the provision of the information through secure lines.
Those vendors who believe they can meet all the above stated
requirements must submit explicit documentation and explanation of each
item identified in this announcement, addressing them sequentially,
within 30 days of notice publication. The responses must be provided in
a sequential manner conforming to the sequential identification of
requirements and specifications delineated within this announcement.
Product literature (including glossies) may be included if they
complement the respondents written response and are clearly tied to the
specific issues or salient characteristics in this announcement. Any
reply determined incomplete or non-responsive by the SEC will be
precluded from further consideration.Elaborate non-specific responses
are neither desired nor appropriate and if, in the Commissions
assessment, the responses are inapplicable or irrelevant, or if the
