Force's Silo Based ICBM System Program Office (SPO), Ogden Air
Logistics Center (OO-ALC), intends to establish a contract for an
Ordnance Refurbishment Study for the Minuteman III Weapon System.
Contract coverage will be a basic period, not to exceed three years,
for the Ordnance Refurbishment Study and validation effort, and two
option periods for limited production of refurbished ordnance kits and
assemblies. The contract will be awarded using full and open
competition using the Air Force's Streamlined Source Selection
procedures. The effort will be performed at the contractor facilities
with possible TDY to Hill Air Force Base UT. The anticipated minimum
standards for the successful offeror are: (1) must have demonstrated
sufficient experience to handle the program across the broad spectrum
of test, analysis, evaluation, management, and other areas as necessary
to insure a successful program, (2) must have demonstrated ability in
program management, engineering, quality assurance, development and
manufacturing of energetic/explosive materials, components and/or solid
rocket motors for the Air Force's ICBM programs, (3) must have
demonstrated personnel experience in the application of engineering
principles, i.e., test and analysis of energetic/explosive materials,
components and/or solid rocket motors for the Air Force's ICBM
programs, (4) must possess adequate facilities and equipment to store,
handle, test and dispose of Safe and Arm Ignitors, Arm/Disarm
switches, and Interstage assemblies and components. All interested
parties may request a copy of the RFP. Previous requests for the draft
RFP will not be considered as a request for the final RFP. Cage codes

The approximate issue/response date will be 01 Apr 96. No telephone
requests. Only written or faxed requests received directly from the
requestor are acceptable. All responsible sources solicited may submit
a bid, proposal, or quotation which shall be considered. It is
suggested that small business firms or others interested in
subcontracting opportunities in connection with the described
procurement make contact with the firm(s) listed. Requests for copies
of solicitations must reference the entire solicitation number,
including purchasing office identification number. To expedite your
request, limit the number of individual solicitation numbers requested
per letter to not more than 10. Don't request information on this
requirement until after the issue date. An Ombudsman has been appointed
to hear concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor, concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
