Administration, Department of Health and Human Services contemplates
awarding a four year cost-reimbursement contract. Award of this
requirement is subject to the availabilty of Fiscal Year 96 funds. The
purpose of this procurement is to establish and implement a program to
evaluate State substance abuse treatment (and to the extent that a
State has an integrated substance abuse and mental health managed care
program, mental health treatment) managed care programs. The
evaluation program should help identify those factors which contribute
to the success or failure of managed care programs and enable States
in the developmental stage to develop sound programs based on empirical
findings. The evaluation program will be conducted in two phases: Phase
I will be for one year and exploratory and descriptive in nature with
the intent of developing a more comprehensive and detailed
understanding of the nature of State managed care activities and
determining the readiness of State managed care programs to undergo
evaluation. Phase II will be for three years and will involve the
conduct of evaluation studies in no more than 5 States which are
determined during Phase I to be susceptible to evaluation and where the
States have the data capability to support appropriate quantitative
analyses. The estimated issuance date of RFP No. CSAT-96-0002 is
approximately fifteen (15) calendar days from the date of this
announcement and proposals are due to be received in the Contracting
Office 60 calendar days thereafter. The solicitation may be obatined in
either of two ways; electronically, by downloading a file from SAMHSA
Bulletin Board System (BBS) at 1(800) 424-2294 or by mail. To download
from the BBS, you should set your communications program at 8 data
bits, 1 stop bit, and parity at none (8-1-none). SAMHSA's modems will
communicate at 1200 to 9600 BPS and can negotiate with higer speed
modems. If your modem is slower than 1200 BPS, you will not be able to
use this BBS. Our software can use several common transfer protocols.
We recommend Zmodem if it is available in your communications program;
however any of those listed on the BBS should prove satisfactory. Large
files will be posted as self extracting compressed files to save time
during the transfer. Hardware compression features in the modems will
be relied upon to provide compression for smaller files. Upon reading
the file electronically downloaded you should determine if you have a
continuing interest in the RFP. If so you must either write the
individual identified above that you wish copies of amendments to the
RFP (if any) sent to you by mail or check the BBS regularly for
amendments which will also be posted there and can be downloaded
electronically. You may choose either method for obtaining amendments.
Note, however, that if you rely on the BBS for obtaining amendments,
at this time we have no way to assure, and will therefore assume no
responsibility for assuring you have downloaded these amendments.
Requests for copies of the RFP to be mailed must be made in writing.
