The Navy is soliciting a contractor to plan, arrange and conduct the Office of Naval Research Navy Summer Faculty Research/Sabbatical Leave Program. The contractor will continuously monitor the program, assessing the effectiveness and efficiency of methods employed and advising the government of opportunities to improve the program. The objective of this program is to encourage the involvement of creative, capable and highly trained scientists and engineers from academia and industry in research areas of great interest and relevance to the Navy. The contractor shall provide the necessary personnel, facilities, equipment and other resources required for the administration of the Office of Naval Research (ONR) Navy Summer Faculty Research/Sabbatical Leave Program as set forth in the following tasks: solicitation of qualified applicants, guidance to assist applicants and approximately 17 participating Navy Laboratories/Centers, evaluation process of applicants (acceptance and assistance in the review of applications), paying of stipends and benefits to fellows, maintenance of ONR Navy Summer Faculty Research/Sabbatical Leave Program data base, quarterly reports and transfer of administrative responsibility at beginning and end of contract. Only written requests for copies of the RFP will be honored. The Office of Naval Research will issue RFP N00014-96-R-0003 on or about 01 April 1996. The applicable Standard Industrial Classification Code is 8741 with small business size standard not-to-exceed $5 million average annual receipts over three year period. Interested small business concerns must identify whether small business, small disadvantaged business, or woman-owned small business concern and must provide concise capability statement, limited to three pages, addressing experience relative to above requirement to include knowledge of Navy Laboratories/Centers, access to qualified candidates, evaluation process of applicants, payment of stipends, and customers receiving similar services to include organization, point-of-contact name and telephone number.
