R -- SERVICES TO CONDUCT LABORATORY PROCEDURES AND MEASUREMENTS LEADING TO CERTIFICATION OF 3 STANDARD REFERENCE MATERIALS (SRM) AND RECERTIFICATION OF 4TH SRM SOL 52SBNB6C9083 POC Joan Smith, Contract Specialist (301) 975-6458 The National Institute of Standards and Technology has a requirement for services to complete certification of three polyethylene molecular weight standards reference materials (SRM). These SRM's will be used by industry to calibrate size exclusion chromatographs, the principal instruments employed in monitoring the molecular weight of polymers during synthesis. The SRM's will replace previous standards that are now, or soon will be, out-of-stock at NIST. The Contractor will be required to prepare reports on the certifications of the polyethylene materials. The reports are required to be prepared according to the customary content and form of SRM certifications. The Contractor is required to possess a postgraduate education in polymer science; possess knowledge and experience in the use of light scattering at high temperatures to determine the absolute molecular weight of polymers, including calibration of instrumentation, data reduction, and statistical design of experiments to produce standard reference materials certified for molecular weight; possess knowledge and experience in intrinsic viscosity measurements of polymers, including data analysis and experimental design to certify values of intrinsic viscosity on polymer SRMs; possess knowledge and experience in purification of solvents to be used in high temperature light scattering experiments; and possess knowledge and experience in the treatment of experimental light scattering and instrinsic viscosity data to determine the measurement uncertainty of reported values.--It should be noted that this requirement is anticipated to be less than one-quarter person year for each period. -- The period of performance for this requirement is from date of award through December 31, 1996, with an option for an additional twelve month period, ending December 31, 1997. --See Numbered Note 22 -- It is the Government's intent to negotiated with John R.
