The National Science Foundation's (NSF) Division of Science Resources Studies has a requirement for the development and conduct of a customer service survey in FY 1996. The project shall include the following activities: preparing a management plan for the entire project period which includes detailed staffing and scheduling of the survey activities and deliverables listed below, utilizing a well defined sub-population of actual and potential users of NSF science and engineering information provided by NSF in developing a statistically sound representative sample, developing a short (10 to 15 question) survey instrument, pretesting the survey instrument, assisting in the OMB clearance process by providing information about respondent burden, administering the survey in a manner that attempts to obtain a response rate in the order of 80 percent, coding and verifying survey responses, including those from open ended questions, carrying out a detailed analysis of survey responses, including content analysis for open ended questions, and providing tables of results and a descriptive write-up of the results of each survey question. NSF intends to award a four month contract. This requirement is being procured under the simplified acquisition procedures authorized under FAR Part 13.
