''REQUEST FOR PROPOSALS'' OR AN INDICATION THAT THE AIR FORCE INTENDS
TO CONTRACT FOR SERVICES. THE AIR FORCE WILL NOT PAY FOR INFORMATION
RECEIVED IN RESPONSE TO THIS REQUEST FOR INFORMATION. Robins Air Force
Base is exploring various alternatives for performing any or all of
the management functions of this Materiel Group. The purpose of this
Request for Information is to seek information from contractors with
expertise in performing engineering, item management, equipment
specialists, logistics management, and production management functions
as described below, to determine the feasibility of contracting out
the following: 188 stock classes which equate to over 10,000 NSNs,
including Federal Stock Group (FSG) 34, Industrial Plant Equipment FSG
31, Bearing, FSG 51 and 52, (Tools). The Materiel Group is also
responsible for 15 general series Technical Orders and over 100
Military/Federal/Commercial Specs and Standards. In accordance with
these matters, interested parties are invited to submit thoughtful
responses to the following questions and provide any other comments,
concerns or alternatives they may wish to pose. 1) The Federal
Acquisition Streamlining Act and the Lightning Bolt Initiatives are
driving this activity to improve current business practices. One such
initiative is directed toward providing industry with a performance
based Statement of Objectives rather than the traditional ''How to''
Statement of Work, which provides potential contractors flexibility in
proposal preparation and ultimately in contract performance. How
should the Air Force define the Statement of Objectives to adequately
describe the workload requirements and performance characteristics to
industry? 2) The Air Force is making every effort to transition to
commercialization to reduce our operating costs. What contract terms
would be most appropriate, in your experience, to comply with our
performance requirements and yet provide industry with the opportunity
to perform in a commercial environment? 3) What other issues should
the Air Force be considering in assessing the viability of contracting
out this workload? What are your opinions on these issues? 4) How do
we ensure the contractor provides a qualified staff? 5) How should the
Air Force request a seamless plan for transitioning both workload and
personnel, from government operated to contractor operated? For
example, transitioning the smaller tasks first and then progessively
assuming more complex workloads. 6) What evaluation criteria should the
Air Force use in evaluating management, planning and technical
capabilities? 7) Are you interested in any future offering, if any, of
