505-846-5935. The Air Force, Army and Navy are interested in nonnuclear
concepts for hard and deeply buried target defeat (i.e., destroy or
inhibit the function of such targets). This announcement is a request
for information to determine whether there are near and far term
solutions for the defeat of hard and deeply buried targets of various
types. Possible concepts may include use of existing hardware and
software as well as new technologies and ideas. Emphasis should be on
complete, system concepts that include a concept of employment and
fielding and support requirements. Hard and deeply buried targets are
defined as fixed, unitary, high value facilities or functions to which
a potential adversary has applied a considerable structural
reinforcement (hardening) or which have been constructed under the
earth's surface and subsequently covered with materials such as soil,
gravel, rock, reinforced concrete, and the like, in order to frustrate
attacks and intelligence collection efforts. Interested parties are
invited to send a one page preliminary outline for each proposed
concept to the contract specialist listed at the end of this
announcement. This outline is not constraining on the final proposed
solution and intended only to give the Services an understanding of the
range of possible solutions. The outline should include five sections
as follows: 1) identification of concept provider, 2) the concept
title, 3) whether the proposed effort is primarily an existing system,
a modification to an existing system, or a new system, 4) a brief
description of the concept to include delivery means of platforms and
employment concept, and 5) a description of the target defeat mechanism
to include weapon or system type and destructive or disruptive event(s)
or effect(s). Interested parties should submit outlines no later than
14 Mar 96. Upon receipt of these outlines, the contract specialist will
send interested parties an unclassified information package containing
specific exemplary target sets and scenarios, measures of
effectiveness and performance, and sufficient supporting information
(e.g., a description of the concept exploration process) and
instructions (e.g., formatting) to guide concept formulation and
submission. The information package will be accompanied by an
invitation to an Industry Day currently planned for 2 Apr 96. By 22 Mar
96, concept providers should submit to the contract specialist, written
questions arising from their initial review of the information package.
At Industry Day, the government will answer the previously submitted
written questions. Questions raised during Industry Day will be
answered in writing, with copies to all concept providers, within one
week following Industry Day. All concepts must be submitted by 1 May
96. During May, a government concept review group will review all
submitted concepts and attempt to substantiate any undemonstrated
capability claims either through clarification from the concept
provider or evaluation by an independent government group with relevant
experts. During the third or fourth week in May concept providers may
be asked to discuss their concept(s) with the government concept review
group. Concept providers will be kept informed when practicable of any
review group actions affecting the concept provider's submission.
After the review group activity, the government will analyze submitted
concepts to assess their potential for defeating the exemplary target
sets. This notice is not a request for competitive proposals it is a
request for information only and will not result in a government
contract. The government does not intend to pay for the information
requested. The process described above is the first of a two part DOD
Phase O concept exploration intended to determine whether concepts
exist that can defeat the selected target scenarios. After the process
outlined above, the Services will conduct Part Two of the concept
exploration, including cost and operational effectiveness analysis
(COEA) assessments on likely concepts or groups of concepts. There may
be an additional request for information from concept providers for
new or more detailed information for the COEA effort. Part One
activities described above are intended to lead to one or more Part Two
COEAs for system concepts to defeat specific classes of hard and deeply
buried targets. If, after completion of Part Two of concept
exploration, the government chooses to enter an acquisition program
demonstration/validation phase, then proposals for that phase may be
solicited on a full and open competition basis. A possible alternative
that may be pursued after either Part One or Part Two of this Phase O
effort is the solicitation of proposals for one or more advanced
concept technology demonstrations. The following planning dates apply
to key steps in the above process: concept outlines and requests for
information packet due 14 Mar 96. Written questions for discussion at
industry day due 22 Mar 96. Industry day will be 2 Apr 96. Answers to
questions raised during Industry Day will be mailed 5 Apr 96. Concept
proposals briefed to government review group 2-31 May 96. Completion of
Concept Exploration Part One: 31 Jul 96. Interested parties should
request the information package from and submit concept outlines to
