Kay, Contracting Officer Provide technical writing/production services to write an English (300 each)/Japanese (300 each) pest management manual with 600 each companion binders for classroom handout materials. The government shall provide the source material from which to write the manual. The contractor shall be responsible for researching, writing, editing, translating, providing the original artwork and producing the manuals or obtaining the necessary skills through subcontracting. Minimum qualificaitons: Complete publishing services three (3) years management experience in publishing technical publications, ten (10) years experience writing/editing technical manuals in pest management, with Microsoft Word software, five (5) years experience performing desktop publishing and ten (10) years experience in page, design layout. It is desirable that the writer be able to work in Hawaii. Evidence in the form of resumes, your company's corporate experience and samples of artwork, which demonstrates the required capabilities, shall be submitted with the inital proposal for technical evaluation. Production covers printing and binding of the manuals to include printing the pages, incorporating original artwork, printing index tabs, etc. Manuals shall be bound using 60 pound offset paper, custom-printed laminated and reinforced index tabs in a three (3) ring vinyl binder with an angled D-ring and custom printed cover and spine. Manuals shall include as a minimum an introduction, list of credits, identification of the original source materials, table of contents, and a list of the tables and artwork. The manual shall cover such topics as principles of pest management, pesticide laws/regulations, safety proceduers, types of pesticides, pesticide equipment, types of pest control methods/alternatives, types of pests and a pest management plan for each type: household, structural, stored products, pests of medical importance, rodents, vertebrates, general vegetation, turf and ornamental pests. Fumigation and wood preservation procedures. Types of record keeping and required reports shall also be covered. Timeline: Each chapter is estimated to take twelve weeks to complete to include the research/interview phase, subject matter review, and Japanese translation. The manuals shall be available, ready for use, on July 1, 1997. A final review of both the completed English and Japanese manuals shall be performed prior to printing the final manual.
