COMMERCE BUSINESS DAILY ISSUE OF MARCH 5,1996 PSA#1544

U S ARMY ENGINEER DISTRICT MEMPHIS, 167 NORTH MAIN STREET B202, MEMPHIS TN 38103-1894

29 -- FURNISHING NEW PUMP IMPELLER BLADES, NEW BLADE SEALS, AND LOWER UNIT REWORK FOR MAIN STORM WATER PUMPS, W. G. HUXTABLE PUMPING PLANT, MARIANNA, LEE COUNTY, ARKANSAS SOL DACW66-96-B-0023 DUE 040496 POC Contract Specialist LISA M. MAXWELL (901) 544-3613 (Site Code DACW66) Ten (10) Fairbanks Morse 1200 CFS 120 inch storm water pumps are located at the W. G. Huxtable Pumping Plant, Marianna, Lee County, Arkansas. The storm water pumps, in operation since 1977, are constructed out of Series 1018 mild steel. Each pump is a Fig 6310 variable pitch axial flow model, with four impeller blades each. There is significant cavitation damage to the pump impellers and the lower pump bowls. As a partial countermeasure to lost efficiency, the blades were repaired with a stainless steel overlay and the overlay ground smooth. However, this overlay is only a temporary repair, and an unintended consequence of this repair was permanent distortion of the blade shapes. There is also leakage of hydraulic fluid into the river during low water conditions from around the blade hub seals, and leakage of water into the pumps' lower units during high water conditions. The work involves replacement of all 40 impeller blades and all 10 lower pump bowls with new units fabricated out of Series 15-5 or 450 stainless steel. The blade hub seals are to be redesigned and replaced to prevent subsequent hydraulic fluid and water leakage. This work also involves rebuilding the inner moving parts of the pumps (660 bronze bearings, new internal hardware, and machine work as required), and furnishing spares consisting of four blades and four seal assemblies. The lower pump units will be removed by Government labor forces and shipped to the Contractor's facility for rebuilding incorporating the new stainless steel blades, blade hub seals, internal moving parts, lower pump bowls, all necessary machine work, and dynamic balancing. The Contractor will then ship all components back to the Huxtable Pumping Plant for reassembly by Government labor forces. The Contractor will provide assembly and startup assistance by a factory qualified service engineer, for each of the first two pumps. All parts and components are to be of Original Equipment Manufacturer's quality. This work will necessitate a three-year program. Proprietary rights to manufacture the parts and the original blade molds are presently the property of Fairbanks-Morse Pump Corporation. The Government will require delivery of copies of all shop drawings (with dimensional and material information). The information contained herein is for planning purposes and does not constitute an invitation for bids nor a request for proposal. It is not to be considered as a commitment of the Government.(0061)
