items prepared in accordance with the format in Federal Acquisition
Regulation Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This solicitation number, CS-I-96-011, is issued
as a request for proposal, and incorporates provisions and clauses that
are in effect through Federal Acquisition Circular 90-37. The standard
industrial classification code is 3825, with a small business standard
of 500 employees. The thirteen contract line items (CLIN), will include
a quantity of 30 units each. The CLINs are as follows: CLIN 0001
Analyzers, Communication Systems, Motorola Model R2670; CLIN 0002 Astro
Conventional & DES/DES-XL, Model RLN-4492A; CLIN 0003 Case, Carrying,
Canvas, 15-80357B77; CLIN 0004 Case, Transit, Carrying, 15-80388B06;
CLIN 0005 Transformer, Isolation for Baseband Output, 01-80302E82; CLIN
0006 Transformer, Isolation for Meter Input; 01-80302E83; CLIN 0007
KVL, to R2670 and R2670 to MX Radio, RTK-4012A; CLIN 0008 R2670A to
MICOR, RTK-4011; CLIN 0009 R2670 to SYNTOR ''X'', RTK-4051A; CLIN 0010
R2670A to SABER, 01-80358A60; CLIN 0011 Fuse, spare RF,
GG-6530277C002; CLIN 0012 Cable, Serial Printer, 30-80387B58; CLIN 0013
Extended Service Contract, Model LN-4502A for five years. Delivery will
be within 45 days after contract award, FOB destination to the U.S.
Customs Service, Communications Management Division, 1900 Leahy Avenue,
Building 325, Orlando, Florida 32803. The following FAR clauses and
provisions apply: FAR 52.212-1, Instructions to Offerors-Commercial;
52.212-2, Evaluation-Commercial Items, with the following evaluation
criteria; awarded to a technically acceptable offeror, responsible
offeror, at fair and reasonable prices; 52.212-3, Offeror
Representations and Certifications--Commercial Items; 52.212-4,
Contract Terms and Conditions--Commercial Items; and 52.212-5, Contract
Terms and Conditions Required to Implement Statues or Executive
Orders--Commercial Items. The following FAR clauses in paragraph (b) of
FAR 52.212-5, Contract Terms and Conditions Required to Implement
Statues or Executive Orders--Commercial Items, will apply to the
resultant contract: 52.203-6, 52.203-10, 52.219-8, 52.219-9, 52.222-26,
52.222-35, 52.222-36, 52.222-37, 52.225-3, 52.225-9, 52.225-18,
52.225-19, and 52.225-21. All offerors must include a completed copy of
FAR 52.212-3 with their response. Treasury subtracting goals for Fiscal
Year 1996 are as follows: 40% to small business, 10% to small
disadvantaged business, and 5% to small woman-owned business. This
acquisition will be acquired sole source, as authorized under FAR
6.302-1, Only One Responsible Source, 41 U.S.C. 253(c)(1). Because this
is a commercial item, FAR 12.603(c)(3)(ii) will be used for
establishing the solicitation response time, rather than the time
established in Note 22, which, in this instance, is not applicable to
this commercial acquisition. Offers are due to the Contracting Officer
on March 20, 1996, 4:00 p.m., (local time), at the U.S. Customs
Service, Field Procurement Services Group, 6026 Lakeside Boulevard,
Indianapolis, Indiana 46278. The following clause is added to the
