Warfare Center (NUWC) Division Keyport is soliciting proposals for the
competitive procurement of a Manufacturing Resources Planning (MRPII)
system. The system will consist of all software and training required
to implement a comprehensive MRPII capability within the Naval
Undersea Warfare Center-Industrial Technology and Operations
Department. The MRPII system will be utilized as the primary
information system within the Industrial Department for production
planning and execution functions. Workload to be managed by the system
will be a variety of descrete mechanical and electrical products.
Product complexity ranges from single piece parts to complex assemblies
with multiple level Bill of Materials (BOM). The manufacturing
environment is analogous to a job shop - with lot sizes ranging from
single items to medium lot size quantities. In-house manufacturing
processes include welding, machining, sheet metal fabrication, heat
treat, plating, painting, coating and electrical/mechanical assembly.
The system shall provide modules for quoting/estimating, customer order
enty, Bill of Material/routing generation, full MRP
processing/scheduling, non-MRP job shop scheduling, inventory control
and robust shop floor control. The MRPII system shall be a true
client/server application supporting a minimum of 30 Planners,
Engineeres or Shop Floor users concurrently. In order to comply with
NUWC corporate information system planning, the system shall utilize
Microsoft Windows NT as the server operation system and Microsoft
Windows 95 for the client applications. The application database shall
consist of a commercial, non-proprietary Relational Database
Management System (RDBMS). An important aspect of the MRPII client
application shall be the ease of use and interaction with other
Microsoft Windows corporate and office applications. To support ease of
use and minimize training, the client software shall provide a full
featured Graphical User Interface (GUI) for all system functionality.
Interaction with other Windows applications shall utilize Microsoft
Object Linking and Embedding (OLE) and Dynamic Data Exchange (DDE). The
system shall also provide robust report writing and screen
customization utilities. It is anticipated that the evaluation of
proposals shall utilize the following evaluation factors: Cost,
Technical Content, Past Performance. Additionally it is anticipated
that the offeror determined to be most advantageous to the government
will be required to perform a demonstration and validation of the
system functionality at NUWC Keyport prior to contract award. The
contractor shall deliver equipment and install all software required to
provide system functionality at NUWC Keyport within 30 days of contract
award. All software shall be installed on existing server and client
hardware at NUWC Keyport. The contractor shall provide on-site user and
system administrator training within one year after contract award. The
solicitaion will be issued on or about 25 March 96 with a 30 day
closing. The solicitation will be issued as a 100% small business
