requirements of Federal Acquisition Regulation Subpart 5.2 -- The U.S.
Department of Energy, Morgantown Energy Technology Center, plans to
issue a Request for Proposal (RFP) No. DE-RP21-96MC33072 for the
competitive solicitation of proposals in support of research and
development entitled ''In Situ Vitrification Study''. The objective of
this effort is to demonstrate the suitability of the bottom-to-top in
situ vitrification technology to contain and stabilize a contaminated
solid waste site cost-effectively in a way that reduces risk and meets
regulatory requirements. The offeror shall complete a cold
demonstration of their bottom-to-top in situ vitrification system on
buried simulated radioactive wastes and use the same system to perform
a hot demonstration on trans uranic (TRU) contaminated waste or a
low-level radioactive waste. The offerors technology system shall
demonstrate the ability to overcome the limitation of available in situ
vitrification technologies for buried waste applications. The offeror's
technology system shall have the flexibility to process effectively
buried wastes with a wide variety of compositions, forms, and
environmental conditions. It is the intent of the DOE to use the Oak
Ridge Operations Site for the cold and hot demonstrations. The DOE
recognizes that the offeror's technology system will have to be
adjusted to meet the site specific conditions. The offeror will be
required to prepare the design and regulatory documentation for the
cold and hot demonstrations, evaluate the technology using the go/no go
criteria for both the cold and hot demonstrations, complete operation
assessments for the cold an hot demonstrations, and perform and
evaluate the cold and hot demonstrations. The solicitation will be
issued on a 3.5'' disk in Wordperfect version 5.1. All requests for
copies of the RFP must be in writing (postal at the address above or
INTERNET at the following address: LKUZNI@METC.DOE.GOV) and reference
the solicitation number. Telephone requests will not be honored. In
accordance with FAR 52.232-18, Availability of Funds, funds are not
presently available for this contract. The Government's obligation
under this contract is contingent upon the availability of appropriated
