Architectural/Engineering and Planning Services for the relocation of
the FBI Laboratory Division of the Federal Bureau of Investigation
(FBI). Furnish Architect and Engineering and Planning (AEP) services
for the relocation of the Laboratory Division of the FBI. The FBI
Laboratory Division is currently located at the J. Edgar Hoover, FBI
Building, 935 Pennsylvania Avenue, N.W., Washington, D.C. 20535. The
FBI reserves its right to negotiate with the successful firm for each,
any, all, or any portion of, the services to be provided or whatever
the FBI deems to be necessary or related to the FBI Laboratory Division
relocation or affected by the FBI Laboratory Division relocation
effort. The FBI also reserves its right to obtain services from the
selected firm for new or existing facilities for the FBI in Washington,
D.C., or any part of the United States and its territories. The FBI
specifically reserves its right to compete for additional A&E services
for specific projects, either new facilities or the renovation of
existing facilities, which it deems in the best interest of the FBI,
and at the sole discretion of the FBI. AEP services can include but may
not be limited to the following: Advanced Planning and Engineering
Studies, Programming and Conceptual Design and a Cost Estimate for the
proposed facility, preparation of complete Construction Contract
Documents including Drawings and Specifications; and for further
Construction Phase Support, including but not limited to Inspection and
Construction Administration and/or Management services. The relocation
of the FBI's Laboratory Division shall include the design of a
facility in excess of 500,000 square feet (gross) and structured
parking for approximately 1200 vehicles. The New Laboratory Facility
will contain components currently located at the JEH-FBI building,
leased space in Washington, D.C. and space at the FBI Academy at
Quantico, Virginia. The AEP services shall consist of the development
of an integrated plan for executing the design and construction of the
proposed project. The planning and engineering studies shall include
a conceptual design based on the programming requirements of all
elements of the FBI Laboratory Divsion; Relocation Schedules and
Staging Plans of the Laboratory Division; Interior Design Services and
Space Planning, Value Engineering, and requirements associated with
construction of the facility such as, permits, approvals, environmental
impact, and site peculiarities which will affect construction or
require extraordinary procedures during construction. The following
profile codes are identified for the benefit of those A&E firms who are
interested in responding to this announcement: 004, 009, 013, 016, 019,
021, 023, 027, 029, 032, 033, 036, 039, 040, 043, 046, 048, 055, 058,
059, 061, 062, 064, 072, 079, 080, 083, 090, 091, 094, 096, 097, 100,
101, 104, 106, 111, and 112. Responding A&E firms shall provide two (2)
copies of standard forms (SF) SF-254 and SF-255, which explicitly
address the evaluation factors set forth below: (1) Professional
Qualifications: Previous design and construction efforts of large
Laboratory projects of similar size, which include, building automation
system, emergency power generation system, in depth knowledge of
General Services Administration requirements for fire protection and
life safety. FBI areas of interest in addition to the above involve
forensics, forensics research and explosives investigation. (2)
Specialized Experience and Technical Competence: Current work and
extent of involvement currently being performed for GSA or any other
similar Governmental entities, especially those projects which
demonstrate knowledge of flexible, highly technical and secured
facility and familiarity with Government specifications, laboratory
design with emphasis on forensic laboratories. (3) Personnel Staff:
Provide personal resume and education for each proposed member who will
work on this project. In addition, provide level of technical
experience for each key person. (4) A&E Experience: Past performance on
contracts in terms of cost control, quality of work, and meeting
performance schedules. In addition to the above, A&E's shall provide an
explanation of the methods it employs to ensure positive action in
terms of cost control, quality of work, meeting schedules and the
clients requirements. Also A&E's shall provide a list of comparable
projects including contact person and phone number. 5. Security
Requirements: All personnel scheduled to work on this project shall be
U.S. citizens and shall be required to undergo a security background
investigation. A&E firms who believe they meet the requirements listed
in this announcement are invited to submit TWO (2) COPIES of completed
forms SF-254 and SF-255, and other information as required by this
notice on or before the 30th calendar day following its publication in
the Commerce Business Daily. No other general notification for this
requirement will be made. Submittals shall be sent to the Federal
Bureau of Investigation, Attn: Mr. Ronald W. Chiodi, Room 6875, 935
Pennsylvania Avenue, N.W., Washington, D.C. 20535-0001. This is NOT a
