The Office of the Assistant Secretary of Defense (Health
Affairs)/Clinical Services,Quality Management Directorate seeks
detailed information about procedures and processesfor accreditation of
regional health care networks within TRICARE, the DepartmentDefense
managed health care program. OASD(HA) needs to evaluate the quality of
healthcare provided in regional networks, and seeks information on the
applicability of networkaccreditation for the Military Health Services
Systems (MHSS), to include the military andcivilian medical
organizations utilized to provide care to Department of Defense
beneficiaries. Submissions may include any additional supporting matter
toexplain effectively the submission. Written submissions may include,
but are not limitedto: A description of the purpose and value of
health care network accreditation for theMHSS; an explanation of how
components of a regional health care network in the MHSS (LeadAgent,
military treatment facilities, civilian contracted services, etc) would
beincorporated into a network accreditation survey; a discussion of the
survey process thatwould be applicable to an MHSS regional network; a
summary of key network activities(leadership) and governance,
performance improvement, credentials and privileging, patientservices,
information management, utilization management, etc) which will be
evaluated andhow the network may demonstrate compliance; and, a
description of how confidentiality ofnetwork survey information is
maintained and what information may be subject to publicrelease on
request or reserved by the accreditation organization for publication
or publicrelease. No cost or pricing data is required and none should
be provided. Proprietaryinformation should not be submitted. This is
not a request for proposal, nor does thegovernment intend to pay for
the solicited information. The government does not intend toaward a
contract as a result of this synopsis. Written responses should be
submitted nolater than 60 days from publication of this notice to COL
