(DOE), Savannah River Operations Office (SRS), has determined that a
portion of its heavy water inventory is no longer required. DOE intends
to sell the excess heavy water inventory to the qualified bidder(s)
that offers the highest price and best meets DOE's delivery schedule.
Approximately 580 metric tons (MT) have been authorized for immediate
sale. This water has previously been used in research and production
reactors and contains tritium contamination. The tritium levels in the
water to be offered for sale range from approximately 2 Curies/liter
to 8.5 Curies/liter. The heavy water mole percent ranges from 98.5 to
99.5 percent. Heavy water is an export controlled commodity. The buyer
is responsible for obtaining appropriate export licenses if the water
is to be shipped outside of the U.S. Therefore, any sale may be
contingent upon receipt of an export license. For scheduling purposes,
it is DOE's intent that at least 220 MT be received by the buyer prior
to October 1, 1996. Another 180 MT shall be received prior to July 1,
1997. The remaining 180 MT shall be negotiable. Alternatives to this
schedule may be proposed but may impact acceptance of a proposal.
Buyers may bid on smaller quantities than suggested, but DOE shall give
preference to offer for larger lots. For purposes of bid preparation,
the purchase of heavy water will be F.O.B. origin. Questions may be
