Code DACA78) This announcement is for the purpose of soliciting names
of firms or joint ventures interested in submitting an offer for this
project. Eligible contractors will be limited to (1) U.S. construction
firms, (2) joint ventures between U.S. firms including at least one
U.S. construction firm, or (3) joint ventures between U.S. firms and
Egyptian firms, including at least one U.S. construction firm. To be
considered a U.S. construction firm, the firm must perform construction
as a significant portion of its business; must be incorporated and have
its corporate headquarters in the U.S; must have paid corporate
franchise and employment taxes in the U.S. for a minimum of two years
and shall have filed state and federal income tax declaration for a
minimum of two corporate years, having paid any applicable taxes
determined to be due as a result of such filings; and employ U.S.
citizens in key management positions. To be considered an Egyptian
firm, the firm must be a minimum of fifty-one percent Egyptian
ownership, and an independently-owned firm. Firms which are partially
or wholly owned by, or otherwise affiliated with the Government of
Egypt or its agencies are ineligible. Performance guarantees will be
required. The estimated cost of construction is between ten and
twenty-five million dollars. PROJECT SCOPE: The work will consist of
providing all plant, labor, equipment and materials necessary to
construct a new 25 meter wide by 300 meter long concrete pier and
associated on-shore support facilities. The pier is supported on
concrete-filled, steel casing piles and will include the following
utilities: potable water, sanitary sewer, fire protection, 60 Hz power,
50 Hz power, and compressed air. On-shore support facilities include a
10,000 square meter asphalt hardstand with fencing and lighting, a 975
square meter warehouse with office areas and open storage with 3-ton
bridge crane, a pump and transformer building, and a utility support
building which houses air compressors, transformers and frequency
convertors for supplying compressed air and power to the pier. The work
will also include utility improvements at Ras El Tin Navy Base,
Alexandria, Egypt. CONTRACT PROCEDURES: Both a price proposal and a
technical proposal will be required. Award of a contract will be based
on the proposal found to be most advantageous to the Government, cost
or price and other factors considered, including but not limited to,
evidence of experience in similar work in the same general geographic
area. Request for Proposal (RFP) will be issued to construction
contractors responding to this notice. Tentative date for issuance of
RFP is 15 April 1996. Tentative date for receipt of proposals is 15 Jun
96. Tentative construction award date is 31 Jul 96. Contract award will
be made on a firm fixed-price basis. Tentative construction period is
eighteen months. NOTE: Firms interested in receiving this solicitation
