DESCRIPTION OF WORK--The work includes demolition of existing BEQ facilities and construction of new site utilities, site improvements, and new BEQ housing and community facilities. New BEQs are to be three-story, walk-up, garden style apartments. The buildings consist of five configurations of 12, 22, 24, 34, and 36 unit buildings. Combined with this building mix will be a mix of unit elevations, roof types, and free-standing entrances. The predominant building materials are integral-colored concrete masonary units (CMU) with standing seam metal roofs. The buildings are comprised of one type of apartment or ''unit''. A ''unit'' consists of two sleeping/living rooms with an adjoining closet/bulk storage area, a combined dressing/lavatory/refrigerator area, and a compartmentalized bathroom with shower stall and toilet. Each BEQ unit is provided with a ceiling-mounted water source heat pump (WSHP) unit with individual controls for each sleeping/living room. Clusters of BEQ buildings are located in close proximity to several Small Community Buildings. These serve as centralized locations for laundry, vending, and supplies as well as central locations for domestic cold and hot water which serve the BEQ apartment buildings. Each Small Community Building has an exterior patio with built-in seating and BBQ grilles. A new mechanical plant consisting of gas-fired boilers and cooling towers is to be constructed within the scope of this project. The WSHP system consists of a closed loop water circuit in which water is continuously circulated throughout the BEQ site and serves the individual WSHP units within the BEQ apartment buildings.--The estimated cost is over $10 Million --Firm Fixed Price Contract.--Contract duration is 480 calendar days.--Bids will be considered from all responsible sources.--This project is unrestricted.--The Standard Industrial Code is 1522 and the annual size standard is 17 million.--It is recommended the subcontracting plan goals reflect a minimum goal of 8% for Small Disadvantaged Business subcontracting effort.--NOTE: Plans and specs will not be mailed to firms within a 20 mile radius of the issuing office.--Solicitation packages may be acquired in person from Plan Issue or by mail.--Telephone requests will not be accepted.--Requests for the solicitation package must be in writing stating solicitation number N68711-94-B-1588, complete name, address, area code and phone number and whether bidding as a prime/subcontractor/supplier.--Plan holders lists will not be faxed.--Mail requests to Southwest Division, Naval Facilities Engineering Command (Plan Issue), Building 132, 1220 Pacific Highway, San Diego, CA 92132-5187 or fax requests to Plan Issue at (619) 532-2083.--Plans and specifications will be available on or about 01 APR 1996 until supply is exhausted.--No deposit required.
