GS-07P-96-JUC-0024, Project No. NLA96005, Construction Services for a
New United States Courthouse in Lafayette, Louisiana. Project is a
19,000 square meter - five story federal courthouse to be constructed
in Lafayette, LA. The building houses 7 courtrooms (4 district, 2
magistrate and one special proceedings),9 chamber suites, Grand Jury
Suite, U.S. District Clerks Office, U.S. Probation Office, U.S.
Attorney's Office, U.S. Marshal's Office, U.S. Senators Office, and a
General Services Administration Office. Cost range is between
$23,000,000 and $28,000,000. Work includes, but is not limited to the
following: Demolition of several one and two story structures,
sitework, large diameter drilled caisson foundation, landscaping,
irrigation system, post-tensioned wide-joist and girder concrete
framing, light gage metal framing, architectural precast concrete,
architectural millwork (certification by AWI required), waterproofing,
sheet metal roof system, insulation, doors, windows, skylights,
hardware (including electric access systems), carpet, portland cement
terrazzo, resilient tile flooring, wood flooring, ceramic tile, vinyl
and fabric wallcoverings, toilet partitions, directories, signage,
detention equipment, electric elevators, fire protection sprinkler
system, plumbing fixtures, central cooling and heating plant
(centrifugal chillers, gas fired boilers, cooling tower) with fan
powered VAV, installation of Building Automation System (BAS) and
extension to existing system, lighting and power, emergency power
generator. This negotiated, full and open competition procurement will
require submission of technical and price proposals in accordance with
the solicitation, which will result in a firm fixed-price contract.
Proposal due date is scheduled on or about May 14, 1996. Technical
evaluation factors will be listed and described in the solicitation.
Past performance will be used as an evaluation factor in the award of
the contract. All responsible sources may submit a proposal in response
to the solicitation. The greasest value concept will be used for
selecting the contractor. The goal of this method of evaluating
technical factors and price is to select the proposal that offers the
greatest value to the Government, by giving the most for the money, not
necessarily the lowest price. Solicitation issue date is on or about
April 12, 1996. Proposal due date is on or about May 14, 1996. A
Pre-Proposal Conference will be held on or about April 30, 1996.
Requests for the solicitation and drawings will be made to the
Contracting Officer. A fee of $150 will be assessed for the documents.
Cashier's checks or money orders should be made out to the General
Services Administration. NO PERSONAL OR COMPANY CHECKS WILL BE
