The Naval Air Warfare Center, Aircraft Division, Indianapolis intends to negotiate with Mass Systems Inc, Baldwin Park, CA for 68 Nitrogen Control Valves IAW Hughes Missile Systems Dwg 654316-2 on a sole source basis. The Contracting Officer has determined that IAW FAR 6.302-1 Mass Systems Inc as the only source qualified to the Hughes Dwg is the only responsible source and no other valve assy available will satisfy NAWCADI technical requirements and meet the required delivery of the valves within 45-60 days. The valve is built to high tolerance specifications to meet extreme environmental conditions. Use is on the LAU-127 Missile Launcher to cool the heat seeker on AMRAAM. The LAU-127 is currently restricted from being flown using an earlier revision valve. Only Mass Systems Inc can supply the valve in a timely fashion to have the restriction lifted on launchers having the earlier revision valve. See Numbered Note 22. (060)
