largest and most diverse research and development laboratories. Sandia
Corporation, a wholly owned subsidiary of Lockheed Martin Corporation,
manages and operates SNL for the United States Department of Energy.
Sandia's mission is to provide scientific and engineering solutions to
meet national needs in nuclear weapons and related defense systems,
energy security, and environmental integrity, and to address emerging
national challenges for both government and industry. Sandia is also
developing a manufacturing role as it assumes increasing production
responsibilities for non-nuclear components. Sandia National
Laboratories is involved in an effort to, where cost effective, more
rapidly toward a paperless procurement process that substantially
reduces manual intervention and unnecessary and-offs in order to
significantly reduce cycle time and costs. Our objectives are to
exchange procurement information such as solicitations, offers,
contracts, purchase orders, invoices, payments, and other contractual
documents electronically between our suppliers and Sandia to the
maximum extent practical. To meet this objective we are seeking Value
Added Network Services that meet the following requirements: 1)
Communications Functions a) Do you support electronic store and
retrieve mailboxing? b) Do you provide active Store and Forward
transmission services? 2) Communication Protocols a) Do you support
common asynchronous and synchronous protocols including X.25 and X.400?
b) Do you support half duplex and full duplex transmission? c) Do you
support multiple transmission speeds? What speeds? 3) How do you
provide network status monitoring? Describe how you accommodate each of
the following: a) Confirmation of each transmission b) Daily summary of
transactions c) Error determination and resolution d) Error and edit
checking 4) How do you provide Reliability and Security? Describe how
you accommodate each of the following: a) Backup and recovery
facilities? b) Data security features? 5) Do you provide gateways to
other VANs? Which VANs? 6) What are your hours of service (e.g., 365
days a year, 24 hours a day, 7 day a week service)? 7) Do you provide
the following services: a) Implementation assistance? b) Training? c)
Hot Line Support? What hours is support available? 8) What Audit
Reports do you provide? Provide use with sample reports. 9)
Authentication a) When we call your service how do we know we are
talking to you? How do you know your are talking to us? b) Do you
support electronic signatures? How? c) How do you provide protection
against break-ins? 10) Data Integrity a) How do you maintain data
integrity from the time we send data to you until data is received by
the supplier? 11) Security a) Will you allow us to visit your sit to
evaluate your security? b) Do you support encryption? If so, is it
end-to-end? 12) Availability a) What are maximum and average timeframes
required to transmit transactions? b) How often has your system been
down for an hour or more in the last 6 months, last year? 13) What
liability do you assume for data validity and timeliness? Describe your
timestamping process. 14) Please provide a detailed description of your
Quality Program including: a) Organization chart b) Mechanism for
customer feedback c) Procedures to pre-empt, fix and prevent problems
15) Do you provide Compliance Testing for trading partners with
transaction sets to be defined by Sandia? 16) What other value-added
services do you provide? 17) What administrative procedures do you
provide to facilitate adding and removing trading partners in a timely
manner. 18) Do you provide Message Broadcasting and Screening? 19) Do
you provide a trading partner marketing program designed to assist
trading partner connection. 20) Do you provide automatic out-dial
capabilities. 21) Please provide three references. Interested suppliers
of Value Added Network Services are invited to furnish five (5) copies
of a written response to this notice to Sandia within thirty (20)
calendar days from the date of this CBD notice. The response should
include a description of the supplier's ability to meet the needs
discussed above as well as providing information on: Supplementary
information that the supplier may wish to provide could include user
documentation, price lists, manuals, periodical articles, and other
product evaluations. Any information furnished should not be company
sensitive or proprietary. Submit all documents to Sandia National
