BATTLE LABS AND LOUISIANA MANEUVERS (ACT II PROGRAM) BROAD AGENCY

McLaughlin, 919-549-4301. The US Army Research Office (ARO) announces
the issuance of the Draft Broad Agency Announcement (BAA) for the
Department of the Army's Advanced Concepts and Technology II (ACT II)
Program. The BAA requests proposals concerning demonstrations of
technologies in areas of interest to the US Army Training and Doctrine
Command's (TRADOC) Battle Labs and the Chief of Staff of the Army's
Louisiana Maneuvers (LAM) Task Force. The solicitation process to be
utilized calls for the initial submission of a 2-page concept paper.
The concept paper will be evaluated and, if the technology is judged
highly relevant based on criteria set forth in the BAA, the offeror
will be invited to submit a complete proposal. The ACT II Program is
seeking proposals that will provide mature technologies, prototypes,
interfaces, software and/or systems for demonstration at Advanced
Warfighting Experiments sponsored by the Battle Labs or at annual
General Headquarters Exercises sponsored by LAM. Representative topic
areas for which proposals will be requested include: information age
concepts for the battlefield and information networks; battlefield
simulation systems; battlefield distribution; logistics command and
control; petroleum and water treatment, storage, and distribution;
soldier sustenance; integration of Personnel Service Support and
experimental Army battlefield systems to redesign functions, use of
personnel source data information for casualty, readiness, replacement,
information management, personnel accounting, and Army battlefield
command and communications systems for the Force XXI Army; provide
performance support aids for procedural or problem solving tasks; new
concepts of power sources for individual dismounted soldiers;
dismounted capabilities on urban terrain; identification of friendly
forces; target acquisition/image transmission; battlefield
visualization technologies for Army Airspace Command and Control and
precision attack; sensor data fusion, information distribution and
terrain independent communications for ground-based surveillance and
target acquisition systems; moving target indicator and automatic
target recognition linking and cross-cueing capabilities; synthetic
environments and real-time targeting data integration for Synthetic
Theater of War (STOW); integration of Joint Conflict Model (JCM), Joint
Theater Level Simulation (JTLS), and the Interactive Distributed Early
Entry Analysis Simulation (IDEEAS) on the Battle Lab Reconfigurable
Simulator Initiative (BLRSI) architecture; technologies capable of
addressing the robotic, sensor and command control requirements of
Remote Warfare Operations; Precision Line of Sight Munitions and Weapon
Systems; Division Level Class VIII Automated Supply System; Personnel
Information Net; Medical Digital Assistant and Battlefield Medical
Record; Trauma Patient Simulator; mounted ground and air
reconnaissance; expanded capabilities for mounted systems to acquire
and kill and array of targets; Force Protection; Mounted Systems
Modeling and Simulations. Definitive topics will be stated in the BAA.
