The Naval Research Laboratory is interested in receiving proposals for the research effort described below. The Solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures (RDSCP) described in DFARS 235.70. This is the solicitation, a formal RFP will not be issued. This solicitation consists of this synopsis, any subsequent amendments, and a supplemental package which is being released concurrently with publication of this solicitation. Offerors who did not respond to the notice of contract action synopsis published and subsequently modified on Dec 11 and Dec 13, 1995 respectively should provide, in writing, their complete address information to the Naval Research Laboratory (see address above) in order to receive the supplemental package and any subsequent amendments. This solicitation includes clauses and provisions from FAR 1990 edition updated through FAC 90-32 and DFARS 1991 edition updated through DAC 91-8. With the exception of M.2(A) the standard evaluation factors found in Section M of DFARS 235.7006 apply. Section M.2(ii)(A) is revised as follows: Section M.2(ii)(A)(1) Technical Approach, and Section M.2(ii)(A)(4) Facilities are deleted, Section M.2(ii)(A)(2) is modified to read Qualification of Project Personnel . The proposal will be evaluated on the offerors demonstrated ability to provide personnel with: (1) the appropriate qualifications set forth in Attachment 4 of the supplemental package, (2) actual relevant experience in the task areas set forth in the Statement of Work, and (3) the ability to obtain a secret clearance prior to commencing work., and, Section M.2(ii)(A)(3) is modified to read Company Experience. The proposal will be evaluated on the offerors demonstrated company experience in performing projects requring scientific and technical effort which is closely similar or related to the effort required by the Statement of Work. A cost plus fixed fee term contract is contemplated. The estimated period of performance is 3 years. The work consists of 22,000 per year of effort to provide analytic expertise in the area of airborne systems and avionics. A considerable amount of travel will be required in the performance of this effort. Computer hardware and software to support modeling, scenario analysis, and systems analysis may also be required. The three year total for such hardware, software, and supplies should not exceed $150,000. The performance of this effort will require regular interaction with NRL, NAVAIR, and N88 personnel, therefore, the Contractor is required to maintain a facility located within daily commuting distance of the Washington DC area. To be responsive to this solicitation, submit 5 copies of your technical proposal and 2 copies of your cost proposal to Susan Kelly in building 222, room 115 at the address shown above no later than 4 PM, 8 Apr 1996. The page limitations for technical and cost proposals are specified in DFARS 252.235-7006 (L.24). In addition, offerors are requested to provide a copy of the cost proposal on floppy disk readable by LOTUS 123 release 5 for Windows. The Requirement for on-site Contractors is included in the supplemental package as Attachment No. 1. The Statement of Work is included in the supplemental package as Attachment No. 2. The DD 1423, Contract Data Requirements List, is included in the supplemental package as Exhibit A. The Contractor will be required to possess a Secret level facility clearance. A DD Form 254, Contract Security Classification Specification, is included in the supplemental package as Attachment No. 3. An Estimate of Level of Effort by Labor Category and an Estimate of Required Travel is included in the supplemental package as Attachment No. 5.
