Develop ment will include setting up a Science and Mission Operations Center. Operations, including providing 4,080 successful science flight hours, with an option to provide an additional 4,800 success ful science flight hours. Delivery of completed observatory by November, 2000. Delivery of 4,800 of science flight hours as scheduled during the period November 2000 through October 2005.
