The National Institute of Neurological Disorders and Stroke (NINDS), NIH intends to negotiate, on a sole source basis, a twelve month extension of Contract No. NO1-NS-3-2393 with the California Institute of Technology, Pasadena, California. Extension of the contract term is needed to allow completion of the research objectives established under the basic award. Additional labor hours will be required during the extension period. The contract term, which is scheduled to expire April 30, 1996, will be extended through April 30, 1997. The California Institute of Technology has the prerequisite knowledge expertise to continue and complete the research objectives because of their preliminary and current work under the contract. Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition for the additional time and labor effort unfeasible. See Numbered Note 22. (060)
