A -- SUBMARINE TORPEDO DEFENSE (SMTD) COUNTERMEASURE POC A. R. Ketchum, Contracting Officer, (703) 602-7707. The Program Executive Officer for Undersea Warfare (PEO(USW)), PMO415 and the Naval Sea Systems Command are seeking sources to participate in an Integrated Product Team (IPT) for the Submarine Torpedo Defense (SMTD) countermeasure, a high speed, expendable torpedo neutralizer. The SMTD is currently planned to enter the Engineering and Manufacturing Development (E&MD) phase in fiscal year 1999. A competitive solicitation for the E&MD phase is anticipated. A major role of the IPT is to provide Systems Engineering expertise to PEO(USW) PMO415. The IPT members exchange relevant technical information critical in the research, analysis, and design of vehicle functions and components such as propulsion, propulsor, guidance & control. The IPT addresses program risks, supportability, environmental impacts, and life cycle costs to optimize program planning for successful transition to E&MD, production, fleet introduction, and operation and support. Selected sources will be expected to provide personnel (at their own expense) to actively participate as a member of the IPT to contribute specific engineering and innovative manufacturing recommendations for SMTD. As a member of the IPT, personnel will evaluate engineering drawings, assess manufacturability, and participate in cost-performance trade-off, system integration, environmental impact, and supportability analysis. As a member, personnel will be required to provide design cost and life cycle cost reduction recommendations, and participate in total system impact analyses for the 6.25'' device, CSA MK 2 CM launcher and combat system interface. All information will be available to all IPT members except company cost data and proprietary manufacturing processes. IPT members are required to attend six (6) IPT meetings per year (every other month) and working group meetings (maximum of twelve (12) per year). The IPT meetings will be held in Arlington, VA. The working group meetings will be a maximum of four (4) each to be held in Arlington, VA; Newport, RI; and State College, PA. Potential members will be selected based upon information provided in a Corporate Capabilities Summary and Resumes of proposed personnel. The Corporate Capabilities Summary will be evaluated to determine the extent of knowledge and capabilities in the following areas: (1) related undersea vehicle and device corporate experience; (2) unique capabilities; (3) SDWS knowledge; and (4) how your expertise will benefit the IPT. The Corporate Capabilities Summary should contain specific information and examples of the following: total (end-to-end) system knowledge; undersea vehicle manufacturing experience; engineering design experience including undersea vehicle design, submarine launcher, dynamics associated with undersea launch, and inboard electronics; unique engineering and manufacturing capabilities; specific examples of SDWS related experience; and specific examples of how your participation will benefit the IPT. The Corporate Summary shall be printed text no smaller than 12 point size characters, one and one-half (1.5) line spacing, one (1) inch margins on each side, top and bottom, and shall not exceed five (5) 8-1/2'' by 11'' pages. The text shall be printed on one side of the paper only. Potential members shall submit Resumes for proposed IPT participants. The Resumes will be evaluated to assess the range and depth of experience in the following areas: (1) design, development, and production of undersea vehicle propulsion, propulsor, and guidance & control systems; (2) interfaces; (3) command & control; and (4) total submarine countermeasure system (device, launcher, combat systems interface) integration. Specific experience in the following areas shall be identified in the Resumes; (5) engineering drawing; (6) manufacturability; (7) cost-performance trade-off; (8) system integration; (9) environmental impact; and (10) supportability. Potential members shall provide a maximum of five (5) Resumes. The Resumes shall not exceed three (3) 8-1/2'' by 11'' pages with one (1) inch margins on each side, top and bottom. Proposed participants must possess a current Secret security clearance. Corporate Summary and Resumes shall be delivered to Naval Sea Systems Command, 2531 Jefferson Davis Hwy, Arlington, VA 22242-5160 not later than 15 April 1996. (0064)
