NHLBI-RR-96-102 PUBLISHED ON 2/15/96 - THE SMALL BUSINESS SIZE STANDARD
FOR STANDARD INDUSTRIAL CODE 8742 IS $5,000,000. THE CLOSING DATE FOR
RECEIPT OF RESPONSES REMAINS THIRTY (30) CALENDAR DAYS FROM THE
PUBLICATION DATE OF THE INITIAL NOTICE. The National Center for
Research Resources (NCRR) of the National Institutes of Health (NIH)
has a requirement to provide all necessary services, qualified
personnel, materials, equipment, and facilities not otherwise provided
by the Government, to document the results of the National Survey of
Laboratory Animal Use, Facilities, and Resources. This requirement will
be broken down into two stages: Stage I--database management, computer
programming and statistical analysis, and Stage II--technical report
writing. A verified database has been created from the nearly 700
survey responses received which requires analysis. For Stage I, the
Contractor shall have demonstrated expertise in: 1) database
management, computer programming and systems operations for large
surveys, 2) FoxPro 2.6 with WINDOWS software and statistical software
packages, such as SAS, 3) statistics and data analysis and synthesis,
and 4) design of tables, charts and graphs. For Stage II, the
Contractor shall have demonstrated expertise in 1) report writing,
editing and formatting, and 2) knowledge of veterinary practices with
experience in analysis of surveys and knowledge of federally-funded
grant and contract programs in support of animal research. The
anticipated period of performance shall begin June 1, 1996, and
continue through May 30, 1997. NOTE: The purpose of this synopsis is to
ascertain qualified small businesses and/or eligible 8(a) sources for
this type of service. The Government intends to negotiate either 1)
under the 8(a) Program, or 2) Set-Aside for Small Businesses. Responses
will not be considered as either bids or proposals, cost or pricing
data must not be submitted. Concise responses directed specifically to
the requirements mentioned above are requested and will be considered.
The Standard Industrial Code is 8742, the small business size standard
for a concern under this requirement is having average annual sales or
receipts for its preceding three 3) fiscal years not in excess of
$5,000,000. An original and five copies of your response, referencing
synposis number NHLBI-RR-96-102, may be submitted to the National
