BELGIUM: REGULATE CERTAIN PSYCHOTROPIC SUBSTANCES The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif. 96.28. 1. Member to Agreement notifying: BELGIUM. ICS numbers may be provided in addition, where applicable): Substances listed in Schedules I to IV inclusive of the 1971 Vienna Convention on Psychotropic Substances; addition of substances from Schedule IV in comparison with the preceding decree dated 1988-12-02. 5. Title and number of pages of the notified document: Draft Royal Decree to Regulate Certain Psychotropic Substances. 6. Description of content: The Belgian schedules have been fully brought into line with the schedules of the 1971 Convention. The draft Royal Decree is also aimed at making substances in Schedule IV of the above-mentioned Convention subject to controls (system of export and import authorizations). 7. Objective and rationale: The International Narcotics Control Board and the United Nations Commission on Narcotic Drugs have already, on several occasions, urged the parties to the Convention to take all necessary measures to subject all substances governed by the Convention to control, in particular by extending the application of the existing import and export authorization system under Schedule II of the Convention to international trade with respect to substances listed in Schedules III and IV. Belgium, for its part, has had regulations on certain psychotropic substances since 1946. The provisions of the Royal Decree dated 1988-12-02, designed to regulate certain psychotropic substances, remain applicable for the time being. Belgium applies all the measures relating to substances in Schedule III and subjects them to the import and export authorization system as required. Since that date, our country have experienced virtually no smuggling problems in relation to Schedule III substances, which is evidence of the effectiveness of the measures adopted. The new draft Royal Decree makes substances in Schedule IV of the Convention subject to the same familiar system of import and export authorizations. 8.
