Logistics Squadron has a requirement for nonpersonal services for
operation, maintenance and recurring support services of the base
telephone system at Ellsworth AFB SD. The proposed contract is for a
one year base period with four one-year option periods. The system
consists of an AT&T System 85 G2.2 (Central Office Switch) with Release
2 Version 4 software, an AT&T Definity G3i (Command Post Switch) with
Release ''i'' Version 4 software, the Main Distribution Frame, the
Inside and Outside Cable Plants, Ancillary Equipment and Customer
Premise Equipment. There are both commercial and Defense Switched
Network (DSN) trunks, access to FTS2000, hot lines, data circuits,
radio circuits, key systems, and crash nets. The System 85 G2.2 is
equipped for approximately 4300 lines with 174 trunks. The Definity G3i
switch is equipped for approximately 50 lines and 23 trunks.--This
acquisition is being conducted under a specific agency delegation of
GSA's exclusive procurement authority for FIP resources. The specific
GSA DPA case number is KAA-95-AD011. Competition is open to domestic
sources. Foreign participation is permitted at the subcontractor level
only. Copies of the solicitation will be provided to foreign firms to
assist them in pursuing subcontracting opportunities. All responsible
domestic sources may submit a proposal, which shall be considered.
Sources responding to this synopsis must indicate, in writing, whether
they are large or small, disadvantaged or women-owned, and whether
they are a U.S. or foreign owned/controlled business. For this
acquisition, a concern will be considered small under SIC 7378 with
size standard of $18,000,000.00. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The purpose of the Ombudsman is
not to diminish the authority of the program director or contracting
officer, but to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate Government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
