all labor, material and equipment necessary to perform routine
dockside repairs to the USCGC DAUNTLESS (WMEC 624). The major items
which may be performed include but are not limited to the following: 1.
welding repairs 2. overhaul, renew, and test valves 3. overhaul anchor
and anchor chain 4. overhaul and weight test shipboard davit crane 5.
provide meals and berthing 6. overhaul anchor windlass assembly 7.
clean galley, scullery, laundry and engine room ventilation system 8.
clean aft auxillary machinery space sea chest and associated piping 9.
install towing horns and taft rail plugs 10. repair msb davit bulkhead
foundations 11. preserve sewage and grey water collection and holding
tanks and sewage ejector pump inspection 13. provide temporary
logistics. Homeport is Galveston, TX. Vessel is 210 foot, ``B'' Class
Medium Endurance Cutter. Vessel's availability schedule is 12 August
1996. The place of performance is geographically restricted to 75
statute miles from vessel's homeport location. There will be a
non-refundable charge required in the form of a certified check or
money order made payable to the U.S. Coast Guard in the amount of
$100.00 for requested U.S. Coast Guard specification reference
drawings. The proposed contract listed here is part of the Small
Business Competitiveness Demonstration Program and is open to both
large and small businesses. Plans and specifications will be issued on
or after 18 March 1996. All responsible sources may submit a bid which
shall be considered by the United States Coast Guard. For Minority,

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000 per contract to provide accounts
receiving financing. The DOT Bonding Assistance Program enables firms
to apply for bid, performance and payment bonds up to $500,000 per
contract. DOT provides an 80 percent guaranty on the bond amount to a
